The Construction Manager will have overall construction management, administration and inspection responsibility for municipal/public works projects including: street improvements; traffic signal improvements; and, water, waste water, and drainage improvements. The construction manager shall ensure the construction contractor’s compliance with the approved plans, specifications, and contract provisions, and shall be the primary point of contact with each client. Preference given to candidates with professional licenses, inspection certificates, and extensive experience in street improvement, water, wastewater, and drainage projects.

Responsibilities

  • Interpret plans and specifications as necessary and confer with supervisory personnel, design professionals and client representatives to resolve construction issues in a timely manner and avoid and/or minimize cost or time impacts.
  • Review and recommend for approval Contractor’s baseline construction schedule and subsequent schedule updates.
  • Monitor contractor's work progress against approved baseline schedule and critical schedule milestones, and work with contractor to resolve potential schedule impacts.
  • Review and recommend for approval Contractor's request for time extension
  • Review and recommend for approval Contractor's proposed schedule of values.
  • Review and recommend for approval Contractor's application for payment. Monitor and track Contractor payments.
  • Review, evaluate, negotiate, and recommend for approval Contract Change Orders.
  • Monitor and track negotiated and fully executed Contract Change Orders
  • Monitor and track Contractor Requests for Information (RFI's). Facilitate review, response and resolution of said RFI's.
  • Monitor and track Contractor material submittals, shop drawings and other related project documentation (i.e. Traffic Control Plans, SWPPP, and WPCP's). Facilitate review, response and approval of said Submittals.
  • Work with contractor to ensure required advanced public notification is issued and act as project liaison to community residents and other community stakeholders and respond to and address project-related concerns and complaints.
  • Perform supplemental construction inspection of the Contractor’s work to ensure compliance with the project plans and specifications.
  • Prepare and submit daily inspection reports and Weekly Statement of Working Days.
  • Facilitate final project walk through; prepare, issue and monitor completion of project punchlist
  • Facilitate project closeout process, including compiling required contractor closeout documentation (i.e. Warranties, O and M Manuals, attic stock, etc.); preparing and submitting project closeout files; and, reviewing and recommending for approval final pay application and retention request.

Qualifications

Education

  • BS Degree in Civil Engineering or related field

Required Skills and Experience

  • Experience and working knowledge of municipal/public works construction principles/practices including latest edition of the Standard Specifications for Public Works Construction, Caltrans MUCTD, and Caltrans Construction Manual.
  • Strong verbal and written communication skills and the ability to interact with individuals in all levels of construction
  • Ability to coordinate and manage multiple, complex projects
  • Conflict Resolution - Ability to address an antagonistic situation and resolve issues amicably.
  • Safety Awareness - Ability to identify and correct conditions that affect employee safety.
  • Working knowledge of and basic proficiency with computer software, including MS Office, Word, Excel, and Outlook.
  • Working knowledge of construction scheduling software, including Microsoft Project and/or Primavera, as well as web-based Construction Management software.

Desired Skills and Experience

  • Preference given to construction-related experience; and, in the process of obtaining a Professional Engineering License and/or Project Management Certification, CMIT, CCM, and QSP/QSD Certification

The pay range for this position in California is $37.50hr to $55.00 per hour. Base pay offered may be higher or lower depending on job-related knowledge, skills, experience, and location of the candidate. Restricted stock units may be provided as part of the compensation package, in addition to a full range of medical, financial, and/or other benefits, dependent on the position offered.
