JOB SUMMARY
The Billing Clerk supports all billing functions for the health center, including entering patient charges and payments, performing insurance billing, processing adjustments, and maintaining accurate accounts receivable. This role requires working within an FQHC environment and ensuring full compliance with federal, state, and payer‑specific regulations such as HRSA requirements, Medicaid/Medicare FQHC billing rules, UDS reporting needs, and sliding fee scale documentation requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Posts patient and third‑party payments accurately, including coding adjustments, write‑offs, and denials.
Processes insurance claims for Medicaid, Medicare, commercial insurers, and FQHC‑specific payers using appropriate encounter/visit types and billing methodologies.
Ensures all billing practices comply with FQHC requirements, including PPS/APM billing rules, required modifiers, and payer‑specific encounter criteria.
Reviews encounters for completeness and accuracy, ensuring alignment with UDS reporting and HRSA documentation standards.
Supports management of the sliding fee discount program by verifying documentation, ensuring proper application of discount codes, and maintaining compliance with FQHC policy.
Generates and distributes monthly patient statements, balance reports, and collection notices.
Conducts routine claims follow‑up, rebills corrected claims, and handles appeals.
Responds to patient calls regarding billing concerns, providing excellent customer service aligned with the health center’s mission.
Performs annual system maintenance, including the purging of records according to retention policies and federal requirements.
Maintains confidentiality and safeguards protected health information (PHI) in compliance with HIPAA.
