About this role

NORCAP’s mission is to improve aid to protect and empower people affected by crises and climate change. With expertise in the humanitarian, development and peacebuilding sectors, we collaborate with local, national and international partners on finding solutions that meet the needs of people at risk.

We do this by:

  • Supporting humanitarian, development and peacebuilding initiatives that protect and empower people
  • Improving impact at the global and local level through joint projects with partners and stakeholders
  • Providing expertise and developing capacity that enable partners to meet the needs of people in fragile situations and crises
  • Strengthening the global system that we are part of through support for leadership, coordination and policy development
  • Building bridges between the humanitarian, development and peacebuilding sectors

As part of our commitment to strengthening climate resilience, NORCAP collaborates closely with the Food and Agriculture Organization (FAO) and national partners. In Ethiopia  where agriculture is highly dependent on rainfall and vulnerable to droughts, erratic rainfall, floods, and rising temperatures, FAO, the Ministry of Agriculture (MoA), and the Ethiopian Meteorology Institute (EMI) play key roles in advancing climate‑smart agriculture and improving access to reliable climate information services.

Through the Norad-funded, NORCAP led Consortium Project, “Agricultural Resilience through Climate Services” (ARCS), partners work together to develop timely, localised, and actionable forecasts and advisories for smallholder farmers.

To strengthen these efforts, NORCAP is seeking an Agrometeorologist who will help enhance the development and dissemination of climate information tailored to agricultural needs. This position is based in Addis Ababa, Ethiopia, and will be hosted by FAO, with direct support to the Ministry of Agriculture. This is a 12-month assignment with possible extension

Role and responsibilities:

In this role, you will contribute to improving Ethiopia’s climate information systems and support partners in translating weather and climate data into actionable advice for farming communities. The assignment is full‑time, reporting to FAO Ethiopia with close collaboration with MoA, EMI, and NORCAP, as well as other ARCS Partners (Development Fund of Norway, Norwegian Research Centre (NORCE), Chr. Michelsen Institute (CMI)).

As the Agrometeorologist, you will take on the following responsibilities:

  • Analyse agrometeorological information systems and identify opportunities to improve climate information delivery for farming communities
  • Translate meteorological data into user‑friendly agrometeorological advisories to support climate‑resilient agricultural decision‑making
  • Monitor and communicate weather and climate risks affecting agricultural productivity, including droughts, dry spells, heat events, floods, and seasonal variability
  • Support development of early warning information and strengthen dissemination channels such as mobile and advisory services
  • Build capacity of extension officers, MoA, FAO and EMI staff through training, mentoring, and development of downscaled advisory products
  • Strengthen collaboration among agricultural institutions, meteorological agencies, research institutions, and project partners to improve coherence and co‑production of climate services
  • Contribute to development and promotion of tools such as ASIS, climate‑smart agriculture practices, and decision‑support models
  • Support policy‑relevant communication through briefs, simplified information products, and translation to local languages

Qualifications and experience:

To excel in this role, candidates should possess the following qualifications and skills:

  • Advanced degree in Agrometeorology, Climatology, Climate‑Smart Agriculture, Agricultural Sciences, or related fields
  • Professional working proficiency in Amharic

About Norwegian Refugee Council

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.

We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across 40 countries. We specialise in six areas: food security, education, shelter, legal assistance, protection from violence, and water, sanitation and hygiene.

We stand up for people forced to flee. NRC is a determined advocate for displaced people. We promote and defend displaced people's rights and dignity in local communities, with national governments and in the international arena. NRC’s Internal Displacement Monitoring Centre in Geneva is a global leader in monitoring, reporting on and advocating for people displaced within their own country.

We work with partners across the world through NORCAP, our global provider of humanitarian, development and peacebuilding expertise. NORCAP collaborates with local, national and international partners on finding sustainable solutions to meet the needs of people at risk.

Around 15,000 humanitarians work with the NRC. Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves forced to flee their homes.

NRC assisted almost 9.1 million people worldwide in 2024, and with your support, we can help even more.

In order to meet the needs of more than 120 million displaced people worldwide, we need to unite forces across sectors and work together as one team. Through mutual partnerships we are dedicated to finding unique solutions for people who have been forced to flee, helping them build a sustainable future for themselves and their communities.
