We are seeking personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Mission and Capability Support (MCS).

 

DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. Within S&T, MCS is responsible for executing the DHS research and development (R&D) programs, projects, and activities within critical infrastructure. DHS S&T partners with the DHS Cybersecurity and Infrastructure Security Agency (CISA) to develop valuable resources for critical infrastructure owners and operators.

 

This role will provide technical and project management support as part of a multidisciplinary team of high-performance professionals supporting the client's most vexing technical and technological challenges, and developing solutions to counter current, emerging, and future homeland security threats. Work will support DHS S&T projects promoting the security of the nation’s critical infrastructure, specifically space systems and positioning, navigation, and timing. We are looking for someone who is mission-driven, demonstrates initiative, and engages teammates to proactively and creatively solve problems.

 

This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be in-person at the DHS S&T client site in Washington, DC as needed. Applicants must be able to regularly commute to Washington D.C.

 

Role functions may include:

  • Researching and providing guidance on leading-edge technologies related to GPS and PNT.
  • Evaluating the feasibility of technical approaches to problems.
  • Reviewing technical reports and providing critiques of methods and results.
  • Developing and evaluating scientific capability development strategies.
  • Supporting test design and execution and performing analysis of test data.
  • Developing PNT test plans and roadmaps.
  • Monitoring program and technical performance against goals.
  • Assessing the efficacy, safety, cost lifecycle costs of proposed or realized scientific solutions.
  • Developing scientific program status reports, PowerPoint briefings, and read-ahead materials.
  • Developing, monitoring, and maintaining a central repository of technical program information (e.g. reports, requirements, etc.).
  • Organizing, coordinating, and participating in meetings, discussions, and seminars on related technology topics.
  • Communicating scientific findings to technical and non-technical audiences as needed.
  • Analyzing and supporting the management of the scope, budget, risks, schedule, and other aspects of the project.
  • Providing technical and programmatic reviews of deliverables.

Required Qualifications

  • Either:
    • Bachelor's degree and 10 or more years of relevant experience
    • Advanced degree (Master's or Ph.D.) or such equivalent credits/certification and 5 years of relevant experience
  • Experience, certification, and/or degree in systems engineering, electrical engineering, or other engineering/scientific discipline.
  • Applicants selected must be eligible to receive DHS Suitability and a Secret Clearance.

Desired Qualifications

  • Demonstrated experience providing technical program management and analytical support to programs and projects serving DHS or other government agencies.
  • Interest in learning about and researching new technical areas; the right candidate will ask questions and seek to understand both technical and programmatic issues to apply to the project.
  • Experience in timing systems, radio frequency engineering, and/or Global Navigation Satellite System (GNSS)/Global Positioning System (GPS).
  • Experience in test and evaluation and/or research and development.
  • Attention to detail and excellent written and communication skills.
  • Experience facilitating resolution of customer requirements/needs, including helping to identify and document capability gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.
  • Experience in critical infrastructure.
  • Demonstrated experience distilling complex topics, as well as developing and delivering briefings on technical topics.
  • Experience developing professional rapport and relationships throughout an organization.
  • Proven results-oriented, proactive problem-solving abilities.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
  • Experience providing guidance, feedback, and consulting services to federal program managers.
  • Experience using Microsoft products, especially Word, Excel, PowerPoint, SharePoint, and Teams.
  • Active Security Clearance and DHS Suitability are preferred.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
