STATUS: Exempt, Non-Union

 

POSITION SUMMARY
The Senior HR Generalist (SHRG), provides administrative and operational support to the Native American Health Center’s (NAHC) Human Resources department. The SHRG administers the day-to-day benefit operations, compensation support, and HRIS of the human resources department. The SHRG also provides support in all functions and aspects of human resources including, but not limited to fringe benefits, leave of absences, recruitment, on-boarding and off-boarding.

The Native American Health Center is an accredited institution and adheres to the standards of excellence set forth by the Accreditation Association of Ambulatory Health Care (AAAHC) and the Commission of Dental Accreditation (CODA).

 

DUTIES AND RESPONSIBILITIES
1. BENEFIT ADMINISTRATION: Manage NAHC’s comprehensive benefit plan, including all statutory and non-statutory benefits (i.e. medical, dental, SF health plan vision, COBRA, life insurance, 403(b), 457(b) and the employee assistance program. Ensure Federal, State and City statues are adhered to and reporting requirements are met such as: Affordable Care Act and SF health plan.
2. Handle benefit inquiries to ensure quick, equitable, courteous resolution. Maintain contact with employees and insurance brokers to facilitate proper and complete utilization of benefits for all employees.
3. Review and reconcile monthly benefit invoices to validate accuracy.
4. Assist the Senior HR Manager during benefit plan renewals and benefit guide updates.
5. Lead annual Open Enrollment events and activities.
6. Conduct bi-weekly benefits orientations at the New Hire Orientation.
7. COMPENSATION: Responsible for collecting external salary information, as well as participating in relevant compensation surveys, to determine salary structure for the organization while also ensuring internal equity.
8. Benchmark all staff salaries on an annual basis (or per Sr HR Manager’s instruction).
9. Support Sr HR Manager to review, analyze, create and update job descriptions and compensation scales to ensure alignment and standardization across agency.
10. MANDATED REPORTING: Ensure reporting requirements are met and reports are delivered timely. Reports include, but are not limited to, Look-Back Period (ACA) Report, HCSO, Insurance (Provider Report), EEOC1, 5500, Non-Discrimination Testing, CA Pay Data reports and other internal and external report requirement.
11. Reports are due to payroll on a bi-weekly basis for COBRA, commuter checks, LOA tracking, Cash In Lieu, and any relevant benefits changes.
12. HUMAN RESOURCES INFORMATION SYSTEM: Support all employee personnel action (EPA) changes within NAHC’s HR Information System. Quality checks of all incoming new hires and EPA workflows to ensure data integrity standards are maintained.
13. Maintain employee personnel records such as, but not limited to, TB, Physical CPR and performance evaluations.
14. Support the implementation of and maintenance of HRIS modules. This includes interface with internal NAHC systems.
15. OPERATIONS: Assist with overseeing day-to-day operational flow of the Human Resources Department
16. Assist HRM with low-level performance and employee relation matters.
17. Maintain employee files as needed. File on bi-weekly basis.
18. Travel to Oakland and San Francisco sites as needed.
19. Employee Safety: Safely performs all duties; follows protective protocols required to ensure personal safety as well as the safety of others.
20. Must maintain compliance with ergonomic safety standards; be mindful of posture and regularly practice ergonomic stretches.
21. Quality Improvement: Actively participate in internal quality improvement teams and work with members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards, when assigned.
22. HIPAA: Keep all protected health information (PHI) confidential and abide by HIPAA policies for the release and disclosure of any PHI. Will report unauthorized use of disclosure of PHI immediately, to supervisor or HIPAA security officer.
23. Will work closely with the Senior HR Manager on day-to-day operations and managing department needs.
24. Work well under pressure, meet multiple and often competing deadlines.
25. At all times demonstrate cooperative behavior with supervisors, subordinates, colleagues, clients and the community.
26. Other duties as assigned by Supervisor.

Qualifications


MINIMUM QUALIFICATIONS
1. A Bachelor’s degree in Human Resources, Business Administration or related field is required.
2. Minimum of five years of experience in Human Resources Generalist role.
3. Knowledge of CA state and federal employment laws.
4. Knowledge of HR processes and best practices.
5. Proficiency in HR software systems such as Paycom, benefit carrier systems
6. Demonstrated strong technical skills - proficient in all MS Office tools (Excel, Word, PowerPoint)
7. Strong analytical skills with strong attention to detail.
8. Demonstrate ability to exercise sound independent judgment and to analyze and resolve problems.
9. Demonstrate ability to effectively manage time, interpersonal relationships, resources and information.
10. Ability to communicate in a clear, concise and effective manner verbally and orally.
11. Vaccination Level 0: Must be able to provide TB record. Physical and seasonal flu prior to start date.
12. Strong planning and organization skills with high attention to detail.
13. Work extremely well under pressure, meet multiple and often competing deadlines.
14. Must be able to meet set priorities as directed by supervisor.
15. Experience working in a non-profit organization is preferred.
