National Grid is hiring a Senior Consents Officer within National Grid Venture’s Lands & Consents function business. 


Due to an increasing portfolio of emerging UK-based projects in NGV’s business, we are seeking to grow the Lands and Consents team (L&C) which operates across NGV’s diverse portfolio of low carbon and renewable energy projects. You’ll play a significant role with expertise in planning and consenting major infrastructure projects.  


As a Senior Consents Officer, you will be responsible for securing the necessary permits and consents for our emerging projects.  You will be responsible for the contractual and financial performance of 3rd parties as well as providing oversight on their technical activities.  The Senior Consents Officer must ensure that performance and progress is communicated to the L&C leadership team and respective project team(s). 

 

Reporting to the Consents Manager, you’ll use your knowledge to support our project teams developing new assets with an immediate focus on offshore hybrid assets and interconnectors to Europe.

We offer flexible hybrid working arrangements. We’d hope to see you in our base office in Warwick but can consider a variable base as you’ll also need to be flexible to travel to other offices and project sites as required.

What you'll do

 

  • Collaboration with technical specialists within NGV to optimise delivery and ensure risks and issues are identified and mitigated/managed.
  • Proactively manage contractual aspects, financial performance and delivery of technical Delivery Partners related to the preparation of environmental documentation and permits for projects under development. This will include setting scopes of work for 3rd party suppliers to delivery against.
  • Lead on consultations with regulatory authorities and statutory nature conservation bodies.
  • Support and participate in (public) stakeholder consultation.
  • Manage the delivery of permits, consents and environmental assessment documentation to time cost and quality.
  • Plan for and deliver the discharge of Conditions and/or Requirements to enable progress to project delivery.
  • Follow the standard governance processes in the project and workstreams. Review and quality assure technical and reporting outputs from 3rd party suppliers.
  • Highlight and identify any risks, issues or off target delivery impacting the critical path on any project. Ensuring high quality reporting and communications as standard
  • Be responsible for financial controls and tracking of 3rd party spend across projects/ scopes of work.
  • Represent NGV at industry technical groups and conferences.  Draft and support responses to policy consultations on behalf of NGV.

What you'll need

 

  • Proven track record of delivering consents for major infrastructure projects in the UK across various consenting regimes, with a strong preference for DCO-experience.
  • Current and comprehensive knowledge of relevant associated legislation and policy, including but not limited to TCPA, Planning Act – new Planning and Infrastructure Bill, National Policy Statements and the EIA Regulations, and broader permitting requirements.
  • Working knowledge of common supplementary or secondary consents associated with major infrastructure and the mobilisation of pre-application surveys.
  • Experience of participating in multi-disciplinary teams and consents workstreams.
  • Demonstrable experience of delivering projects to programme, scope and budget.
  • Experience in positively managing stakeholder relationships and contracts with consultants.
  • Degree or equivalent in environmental topics, Town Planning or Environmental Planning.
  • Professional Membership of an accredited body such as (but not limited to) the Energy Institute or the Institute of Environmental Management and Assessment (IEMA).

A competitive salary between £60,000 - £70,000 per annum– dependent on capability.
