Summary of the position:
This position owns the planning and delivery of all projects belonging to an assigned portfolio/domain.
Manages the team of 10+ assigned to him/her to ensure the successful delivery of IT development programs and projects.
Ensures the company standards, organizational rules and regulations, portfolio and project management methodology requirements and practices are upheld throughout the entire process of projects planning and execution.
Collaborates with other department managers to help plan and track project portfolio and to improve delivery.

Professional duties in case of projects and portfolios pertaining to his or her domain / team:
METHODOLOGY AND STANDARDS Ensures projects are implemented in alignment with project management methodology and in full compliance with MOL IT standards and processes. Oversees the quality completion of project deliverables from methodology point of view.
PROJECT CONTROL Supervises the progress and commitments of the projects. Supports the Project Managers (both internal and external) in anticipation of the operational and delivery risks or issues, takes pre-emptive actions. Interacts with colleagues, business partners or managers to provide guidance in required decision, manages escalations. Regularly monitors the completion of the expected project documentation and project reports, ensures portfolio and project plans are updated and required resources are secured for delivery.
DOMAIN IT PORTFOLIO MANAGEMENT Maintains high-level knowledge about domain specific systems and business processes. Supports the planning of the IT project portfolio, ensures approved portfolio plan is followed and is regularly updated. Organizes Portfolio- and Project Review forums, represents PMO team in Resource Review forums, demand management, change management and project prioritization forums. Drives project preparation activities pertaining to the portfolio and ensures the business case and project entry conditions are met. Maintains regular relationship with senior business and IT stakeholders to report portfolio status and to influence the delivery of the assigned portfolio, ensures business benefits are met.
Interacts with PMO Team Leads, Portfolio Management experts, Resource Management personnel to help balance the portfolios and to ensure efficient resource utilization.
CAPABILITY Ensures optimum Project Manager resource allocation for projects, both internal and external. Elaborates proposal for the required team size, competencies and skills to be able to manage responsible portfolio and projects. Provides input for internal resource and external vendor performance evaluation and proposes new or enhanced processes and procedures.
KPI’s Tracks and controls PMO portfolio- and project management performance metrics (KPIs), makes corrective actions based on the results and ensures continuous improvement of efficient and quality project execution.
REGULATIONS Contributes to the planning and introduction of new regulations affecting the PMO area. Participates in writing or in assessing relevant regulations.
COLLABORATION AND REPRESENTATION Cooperates across the organization to ensure effective communication and appropriate knowledge transfer relevant to the PMO team performance and project portfolio managed.
People management responsibilities:
Managing and monitoring his/her own professional team of 10+ and taking responsibility for human resource management (incl. participation in the recruitment/selection process, and to ensure on-boarding activities)
Taking responsibility for resource planning & allocation of his/her team in alignment with relevant rules and procedures (especially holiday planning, CATS, SLA lead time)
Making suggestion for competence development, for succession planning and for talent management. Playing active role in elaboration and follow-up of the employees’ annual IDP (individual development plan)
Exercising employer's rights related to work conditions, including performance evaluation of his/her team members (target setting, assessment, continuous feedback) also provides inputs for line managers on yearly salary increase of team members
Having overview of the team's operation, giving professional support and guidance
Main requirements:
University or college degree/ Information technology or Economics degree
Minimum 10 years’ experience in Project Management with leading international IT implementation projects
Project Management professional certificate (Prince2 Practitioner, PMP or equivalent)
Excellent interpersonal-, conflict handling and communication skills
Structured way of thinking, good organizational skills
Ability to establish priorities, coordinating, communicating and managing tasks with minimal direction
Highly motivated with a positive attitude and problem-solving approach
Ability to delegate, empower, support and inspire team members
Driving licence
