Position Summary
The Emergency Manager for the Moapa Band of Paiutes is responsible for planning, coordinating, and directing all emergency management and disaster preparedness efforts for the Tribe. Reporting to the Chief of Police and operating under the Moapa River Police Department, this position ensures the safety, resilience, and continuity of Tribal operations during emergencies, disasters, and critical incidents.
This role serves as the central point of coordination between Tribal leadership, public safety, emergency responders, regional partners, and state and federal agencies to prepare for, respond to, recover from, and mitigate emergencies affecting the Reservation and Tribal community.
Essential Duties and Responsibilities
Emergency Preparedness & Planning
- Develop, maintain, and implement the Tribe’s Emergency Operations Plan (EOP), Continuity of Operations Plan (COOP), and related emergency response plans.
- Conduct hazard vulnerability assessments and risk analyses specific to the Moapa River Indian Reservation.
- Plan and coordinate emergency drills, tabletop exercises, and full-scale exercises involving Tribal departments and partner agencies.
- Ensure emergency plans align with Tribal sovereignty, traditions, and governance while meeting state and federal standards.
Emergency Response & Coordination
- Serve as the primary Emergency Management Point of Contact during emergencies, disasters, and critical incidents.
- Respond to call-outs for major incidents, including but not limited to:
- Natural disasters (floods, severe weather, wildfires)
- Missing persons and search and rescue operations
- Large-scale incidents, evacuations, and power outages
- Coordinate response efforts with the Moapa River Police Department, Fire, EMS, Public Works, and other Tribal departments.
- Request and coordinate specialized resources, including drones, mutual aid, and external emergency assets when necessary.
- Operate or support the Emergency Operations Center (EOC) during activations.
Interagency & Government Relations
- Act as liaison between the Tribe and local, county, state, federal, and regional emergency management agencies.
- Maintain working relationships with agencies such as FEMA, BIA, state emergency management, and neighboring jurisdictions.
- Ensure the Tribe remains eligible for emergency funding, grants, and disaster assistance programs.
Training & Education
- Coordinate emergency management training for Tribal staff, first responders, and leadership.
- Promote community preparedness through outreach, education, and public awareness initiatives.
- Ensure compliance with required training standards and certifications.
Administration & Reporting
- Maintain accurate documentation, reports, and records related to emergency incidents, exercises, and training.
- Assist with grant writing, grant management, and post-incident documentation for reimbursement and recovery.
- Provide regular briefings and reports to the Chief of Police and Tribal leadership as needed.
Minimum Qualifications
- Bachelor’s degree in Emergency Management, Public Administration, Criminal Justice, Public Safety, or a related field (or equivalent combination of education and experience).
- Minimum of 2 years of experience in emergency management, public safety, disaster response, or a related field.
- Knowledge of emergency management principles, including mitigation, preparedness, response, and recovery.
- Experience working with or knowledge of Tribal governments and Tribal sovereignty is highly desirable.
- Ability to respond to emergencies outside of normal business hours, including nights, weekends, and holidays.
Preferred Qualifications
- FEMA Professional Development Series (PDS) certification or higher (ICS 100, 200, 300, 400, 700, 800).
- Experience serving in an Emergency Operations Center (EOC).
- Grant management or disaster reimbursement experience.
- Prior law enforcement, fire service, military, or emergency services background.

- Ability to sit, stand, walk, and operate emergency equipment as required.
- Must possess a valid driver’s license and be insurable under Tribal insurance.
