Position Overview

We are seeking a Senior Systems Engineer & Scrum Manager to lead complex system modernization efforts while serving as an Agile delivery leader. This role blends systems engineering rigor, enterprise integration, and Scrum leadership, ensuring technical solutions are delivered on time, within scope, and aligned to stakeholder mission objectives.   The candidate will develop customer requirements, use cases, test cases and test procedures for developed software. The candidate will perform as a senior systems engineer, interim test lead and scrum master.

Responsibilities

Systems Engineering & Technical Leadership:

  • Lead end-to-end systems engineering activities across the SDLC.
  • Manage large-scale requirement sets ensuring traceability and compliance.
  • Oversee system integration events, UAT cycles, and readiness reviews.
  • Support legacy-to-cloud modernization initiatives.
  • Develop SOPs, functional designs, and workflows.

Scrum Management & Agile Delivery:

  • Serve as Scrum Manager / Scrum Master for Agile teams.
  • Facilitate Agile ceremonies and manage backlogs.
  • Remove impediments and manage delivery risks.
  • Track and report Agile performance metrics.

Stakeholder & Program Management:

  • Partner with executive stakeholders and government clients.
  • Support SOWs, proposals, governance, and demos.
  • Manage subcontractor coordination and financial forecasting.

Required Experience/Qualifications

  • Bachelor’s degree in CIS, Engineering, or related field.
  • 10+ years in systems engineering or enterprise delivery.
  • Scrum leadership experience.
  • Experience in regulated or federal environments.
  • Experience with Jira, Confluence, Salesforce, Oracle ERP, MS Project, Google Data Studio. 

Preferred Experience/Qualifications

  • Professional Scrum Master (PSM I).
  • Six Sigma Black Belt.
  • Cloud modernization experience.
  • CRM and ERP platform experience.
  • 5 years of experience as a Scrum Master in Agile or SAFe Environments, or Agile facilitator in a software development, training development, or systems engineering environment.
  • Hands-on experience leading Agile ceremonies, PI Planning and coaching teams on Agile and SAFe principles.
  • Strong understanding of Agile frameworks (Scrum, SAFe, or Kanban) and the ability to adapt them to a government or mission environment.
  • Excellent communication, facilitation, and conflict resolution skills.
  • Current DoD 8570 certification at IAT Level II or Level III (or ability to obtain within 6 months).
  • Seven (7) years experience solving complex Department of Defense engineering and technical problems in a senior level role.
  • Demonstrated experience with the configuration and deployment of software systems within virtual machine and container-based cloud infrastructure. 

Special Requirements/Security Clearance

Please note that pursuant to a government contract, this specific position requires U. S. Citizenship status and the ability to obtain a SECRET security clearance. Security Clearance requirements will be specified in the Government's Task Order.
