The Benefits Advisor will be responsible for performing the full scope of activities related to Benefits Administration including but not limited to health and supplemental benefits. Provides guidance to the District staff and retirees regarding all Benefits related areas including active, retirement, leave of absence, financials, file uploads, and resolves escalated Benefits issues as they arise.
1. Reviews and administers all benefits plans for the District, including plan choices, communication with staff members, and District leadership. Coordinates costs concerns and tracking systems with Budget, Finance, and other District departments.2. Prepares a variety of narrative and statistical reports, records, correspondence, and files related to assigned service, activities, and operations. 3. Responsible for the data integrity, efficiency, and quality for all benefits transactions and customer service provided to employees, including life event changes, open enrollment, pension data, leave of absence processing, 403b maintenance, sick bank data maintenance, attendance management and COBRA administration.4. Ensures proper benefits enrollment and transfer of benefits data to related vendors and the state, while protecting employee privacy protections.5. Collaborates with Finance and vendors to maintain current financial data on all welfare benefit programs. Identifies and evaluates trends and problem areas and recommend corrective plans of action. 6. Processes billing and invoices for the department to ensure proper benefit enrollments and transfer of data to related vendors and to the state, process refunds and adjustments and process a variety of benefits related reports to audit and maintain accuracy of accounts, etc.7. Tracks, analyzes, and provides guidance to management on all leave of absence related topics such as Family and Medical Leve Act (FMLA), various paid and unpaid leaves of absence to identify the employee’s options for concerns and/or issues and to assess trends and to recommend plan changes. Determines eligibility, sends compliance notices, works with medical providers when appropriate, tracks return dates and all required paperwork. 8. Conducts research and resolves benefits related issues such as plan provisions, policy interpretation, procedures, coverage, enrollment eligibility, status changes, claims appeal, procedures and other benefits matters. Formulates a plan of action and recommends solutions or improvements for the overall department.9. Leads the presenting, implementing, developing and coordination of meetings such as Open Enrollment, Retirement Meetings, Benefits one-on-one sessions, trainings, professional development, etc.10. Builds and maintains relationships with third party vendors that provide products and services to the organization to ensure that vendors meet or exceed their contractual obligations by delivering quality products and services on time in accordance with required specifications.
Bachelor’s degree in Public Administration, Business Administration, Human Resources, or related field plus an additional four (4) years related experience for a total education/experience of 8 years. Experience in human resource and benefits administration strongly preferred. SHRM certification or CEBS certification preferred.

Degree Equivalency Formula:Bachelor’s Degree= 4 years plus required years of experience.Master’s Degree=6 years plus required years of experience.
