About the Position

Are you looking for the opportunity to apply data analytic skills to large sets of data to solve challenging and complex appraisal and property tax problems? Join our Data Science team at the Maricopa County Office of Assessor!

As a Data Analytic Appraiser, you will apply data skills primarily to mass appraisal valuation models and Property Tax Roll Abstracts. You will learn the CAMA modeling process which includes developing, testing, implementing, verifying, and deploying regression and statistical models which analyze property date and market trends to produce property values for parcels within Maricopa County. You will support the Abstracts process, which includes conducting analysis on data quality, valuation totals, and looking at trends. Additionally, you may be asked to undertake other data analysis projects as needed by the office.

We Require

  • Four years of experience in appraisal, property tax, or data analytics

  • High school diploma or GED

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis.

Other Requirements

  • Successful candidates must currently possess, or have the ability to obtain, a valid Arizona Driver's license by the time of hire

  • Must attain DOR Leve I and DOR Level II certification within 15 months of hire

  • Must attend and complete the following advanced level coursework within 24 months of hire:

  • IAAO 112 Advanced Income, IAAO Workshop 171 Standards of Professional Practices and Ethics, or IAAO Standards of Practice and Professional Ethics Supplement (online)

  • Either IAAO 151 or an Appraisal Foundation approved two-day USPAP course

  • IAAO Course 300 Fundamentals of Mass Appraisal

  • Bachelor’s degree in real estate, property appraisal, civil engineering, urban planning, accounting, computer science, data analytics, statistics, finance, economics, or a related field

  • Course works in statistics, economics, or another related discipline, which includes statistics or quantitative analysis

  • Experience using SPSS, R, Python, ArcGIS, and/or Microsoft Power BI

  • Experience in appraisal, preferably in an Ad Valorem or mass appraisal environment

  • Possession of DOR Level I and DOR Level II certifications

  • Completion of any appraisal modeling courses, such as IAAO 300, 311, 312, 331, 332, 333 or equivalent

Job Contributions

  • For AVM models, specifies, calibrates, tests, verifies, and deploys mass appraisal valuation models for residential, vacant land, and commercial properties throughout Maricopa County according to IAAO and DOR standards for fair and equitable property values in compliance with statutory deadlines and guidelines. Models primarily developed using additive, multiplicative (log linear), and non-linear hybrid multiple regression techniques using sales and income approach to value. Includes conducting Temporal Analysis on multiple years of market data to value properties as of a single-valuation date. May also include Cost Model calibration to determine if submarket adjustments are necessary.

  • Develop tools and information for Appraisers such as calculation programs and spreadsheets, depreciation schedules, etc. to assist in appraisal and data collection and analysis, e.g. Develops model documentation & Time Adjusted Sales Price Schedules (TASP) using Regression Analysis and Reporting techniques

  • For annual completion of the Tax Roll, assists in the analysis of Abstract Reports, verifying summary information is accurate and identifying data issues

  • Provides quality control of values by producing reports, analyzing information and data, identifying and correcting data problems, and working with appraisers to obtain additional information as necessary

  • Identifies data quality issues within assigned models and projects

  • Contributes to problem resolution by informing Principal Data Scientist, Senior Data Scientist, Supervisor, Appraisers, and Assessor leadership of issues, and working collaboratively to redesign and re-run programs, conduct special analysis, and recommend and enact solutions

  • May be asked to work on other data related projects as needed
