Position Summary:

The Catlettsburg Refinery’s Engineering Department is comprised of three key areas: Area Team Engineering including Document Controls and Design, Electrical & Instrumentation Engineering, and Major/Capital Projects.  The CBG Refining Engineering Director oversees the development, management, and execution of refinery projects; applies advanced project management and technical engineering knowledge and experience to monitor and ensure that projects are completed in a timely, cost effective, and quality-controlled manner; and ensures that all refinery engineering drawings and Process Safety Information is maintained properly.  

The Engineering Director is part of the Refinery Leadership Team and reports to the Catlettsburg Refinery Vice President.

Key Responsibilities:

  • Sets strategic direction, policies, and assists in decision-making with regard to the 
    entire refinery as a member of the Refinery Leadership Team.
  • Oversee the development and implementation of capital and expense projects.
  • Oversee the annual capital budget development and approval process.
  • Forecast spending on capital and expense projects as well as department overhead spending on a monthly basis.
  • Maintain compliance with local and corporate engineering specs, RSPs, and RRDs.  Compliance with regulations affecting area of responsibility.
  • Maintain a knowledge of current appropriate local, state, and federal regulations that have potential impact on present and future projects, and design.
  • Develop and maintain document control systems for all engineering documents, drawings and process safety information.
  • Maintain compliance with the project management IPS system.
  • Drive sustainable improvements in project work process compliance, budget development and management, and reliability-focused programs.
  • Ensure the site maintains long-term reliability focus and monitors applicable KPI’s. 
  • Ensure effective collaboration and communication between the Reliability team, Area Engineering, and Operating Area Teams.
  • Develop people and provide leadership excellence through coaching/mentoring, succession planning, performance management, recognition, and employee engagement processes.
  • Facilitates cross-departmental collaboration and conflict resolution with groups such as Operations, Maintenance, and Tech Services.
  • Respond to emergency callouts requiring engineering support.
  • Provide technical advice, expertise and resources as needed to support the business.
  • Manage engineer work assignments while providing leadership, coaching, and work execution guidance.
  • Oversee and manage the engineering project portfolio and budget.
  • Monitor the quality and timeliness of project deliverables.
  • Interpret procedures, standards, and specifications. Review and approve waivers.
  • Evaluate and recommends work process efficiency improvements.
  • Ensure Intelex action items are completed on time.
  • Provide daily engineering support for the area teams.
  • Evaluate project ideas and identified refinery needs to determine if projects should be more fully developed.
  • Provide daily engineering support for routine maintenance, major maintenance and project execution.
  • Provide oversight for refinery relief system compliance.
  • Actively lead and participate in the development of sustainability projects which reduce energy consumption, lower water requirements or provide reductions in GHG.
  • Actively participate in projects that improve the optimization, efficiency and profitability of the refinery through asset modification or expansion.

Qualifications:

  • Must have a Bachelor of Science in an Engineering discipline from an accredited institution.
  • Minimum 10 years post-degree engineering experience in the refining or petrochemical industry.
  • Minimum of 5 years post-degree supervisory or management experience in the refining or petrochemical industry.
