Summary

The Payroll Manager coordinates, directs, and controls accurate and timely payroll preparation, processing, and distribution by established deadlines on a bi-weekly basis; Serves as the organization’s superuser of  timekeeping/scheduling system and payroll system responsible for implementation and updates of these systems; Performs specific analyses and review to ensure accurate and timely reporting of payroll and payroll liabilities in the financial statements, analysis, and other key management reports; Exercises independent and objective judgment while following established accounting principles and procedures when performing the designated duties.

Responsibilities

1. Ensures accurate and timely completion of the bi-weekly payroll process for all EverTrue employees

2. Serves as the organization’s superuser responsible for payroll department automated systems and related procedures; Performs implementation and upgrades of automated payroll systems and updates procedures as necessary including the timekeeping, advanced scheduler, analytics, and payroll systems

3. Prepares, reviews, and submits the quarterly Payroll Based Journal (PBJ) nurse staffing datasets reporting to CMS

4. Monitors compliance with statutory reporting and filing requirements including payroll tax filings and year end payroll tax and Form W2 filings for Federal and multiple states performed by payroll staff and/or via a third-party vendor; Interprets and evaluates new legislation impacting payroll functions

5. Prepares and reviews payroll-related account reconciliations for various expense and liability accounts

6. Supports all internal and external audits related to timekeeping/payroll and payroll general ledger accounts

7. Directs, monitors, and evaluates the activities and performance of payroll staff, as well as assisting the payroll staff in the processing and reporting of all payroll garnishments and garnishment notices

8. Compiles data from payroll and/or timekeeping to manage payroll functions and/or per internal requests

9. Analyzes current payroll practices, assists in the formulation of internal controls and policies and procedures related to payroll/timekeeping and recommends/implements changes as appropriate

10. Ensures all payroll information and records are maintained in accordance with statutory requirements

11. Keeps abreast of current trends, practices, and developments in timekeeping, advanced scheduling, analytics, and payroll processing; Makes recommendations for implementation at EverTrue.

12. Develops, implements, and documents methods and procedures for monitoring payroll activities in order to meet deadlines; Continually looks for ways to streamline processes to create efficiencies in payroll staff workload

13. Works and collaborates with other departments and EverTrue communities to coordinate payroll processes, meet deadlines, resolve issues, and enhance the organization; Develops proactive relationships with internal customers

14. Assists employees with payroll-related questions and issues as needed

15. Assumes other special activities, projects and responsibilities as directed

Qualifications, Knowledge, Skills & Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill and/or ability required. 

1. Bachelor’s degree or commensurate professional experience in (Preferred degrees include Business Administration, Accounting, Finance, etc.)

2. Minimum of five years’ general payroll processing experience for a large organization (2,000+ employees) with 3 years in a manager role

3. Experience in automated timekeeping, payroll, and accounting systems; Working knowledge of Dimensions (Kronos) and Workday preferred

4. Ability to work effectively with and manage people with proven ability to recruit, train/mentor and motivate personnel

5. Well-organized with attention to detail and strong analytical and reasoning abilities

6. Knowledge and understanding of payroll entries to the general ledger

7. Proficiency with Microsoft Office products specifically with Excel accounting functions (i.e.: v-lookup, pivot tables and functions)

8. Solid understanding of payroll regulations

9. Excellent communication and interpersonal skills

10. Ability to process routine daily functions, balance multiple projects, prioritize tasks, and work in a collaborative team environment

While performing the duties of this job, the employee will be required to sit for extended periods of time and will have extended periods of computer use.

A well-lighted and ventilated working area that has its own temperature controls system (air conditioning and heat).  The noise level in the work environment is usually moderate.  Willingness to work extra hours when required.  Is subject to frequent interruptions.  Will be required to travel to EverTrue facilities and may require moderate overnight stays.
