Job Description:

This position is a non-commissioned law enforcement position in which incumbent serves as a Communications Supervisor in the Communications Unit of the LSU Police Department.

This position description describes the typical duties/work setting of the job. The actual duties and percentage effort/duty for a position listed on the position description may vary slightly, and the incumbent may be asked to perform other duties as assigned. Job Distinctions: Communications Officer 1: Entry Level; Communications Officer 2: Experienced; Communications Officer 3: Advanced; Communications Supervisor: Supervisory Responsibilities.

The physical area covered by the department includes the campus with over 500 principal buildings located on more than 1200 acres, and additional facilities (Innovation Park, FETA, Rural Life Museum, Hilltop Arboretum, and Ag Research, all totaling nearly 4000 additional acres) located off campus in Baton Rouge. Work shifts designed to best supplement the Uniform Patrol Division in its mission to provide safety to the campus population.

Job Responsibilities

Division Leadership & Administration: The Communications Supervisor directs the daily operations of the Communications Division, overseeing the management of all hardware, software, and necessary equipment. This role is responsible for developing and enforcing division practices, policies, and procedures to ensure operational efficiency and compliance. In addition to managing shift schedules to guarantee 24/7 coverage, the supervisor advises the Chain of Command regarding personnel issues, major incidents, or extreme situations. Administrative duties also include executing tasks assigned by the Records/Communications Lieutenant, such as assisting with records requests and general management. May provide analyst duties for investigations. (50%)

Training & Personnel Development: Responsible for the professional development of the division, organizing and overseeing all training programs, including the Field Training Officer (FTO) program for new recruits. The supervisor ensures that all staff members maintain required proficiency in critical systems, including NCIC, LLETS, and CAD. Furthermore, the role involves managing special projects and delegating developmental tasks to Communications Officer 3 and other lower-level staff to foster continuous improvement within the unit. (20%)

Operational Communications & Monitoring: Maintains full operational capability to cover communications positions and dispatch shifts in the absence of subordinate dispatchers. Operational duties include operating and monitoring multiple radio, computer, and telecommunications systems specific to the LSU Police Department. The supervisor also utilizes the campus-wide surveillance camera system to assist responding units at LSUPD-specific and satellite locations, while receiving, analyzing, and prioritizing incoming complaints to dispatch appropriate Law Enforcement, Facility, Parking, or Traffic personnel. (10%)

Information Systems & Sensitive Data Management: Responsible for accessing and managing sensitive law enforcement information from NCIC, LSUPD, and various local, state, and federal agencies. May serve as agency TAC or alternate. Conducts confidential inquiries into highly sensitive computerized files, including criminal history, wanted or missing persons, stolen property, and vehicle title and registration data. Additionally, this role processes and relays critical information regarding motor vehicle accidents, fatalities, and hazardous conditions to field units and external agencies, such as wrecker and ambulance services. (10%)

Special Events & Public Assistance: Serves as a primary point of contact for the public, assisting walk-in civilians with emergencies, complaints, directions, lost and found items, and report requests. Beyond daily operations, the role provides support for large-scale campus activities, including assisting with traffic control and direction for sporting events or other special university functions. The supervisor is also expected to perform any other related duties, projects, or tasks that may be assigned by the Chain of Command to meet the evolving needs of the department. (10%)

Special and Physical Requirements

This position is classified as a safety and security-sensitive position. These positions are subject to drug screens per PS-67/FASOP HR-04.

This position is considered emergency essential and may be required to report to campus in times of emergency and/or closure per PS-18.

Minimum Qualifications

Two years of the required experience for the following minimum qualifications must have been on-the-job experience in transmitting and receiving messages by radio:

Three years of experience in transmitting and receiving messages by radio or in administrative services; OR

One year of training in a business or clerical-related curriculum in a business school or technical institute plus two years of experience in transmitting and receiving messages by radio or in administrative services; OR

Thirty semester hours of college training plus two years of experience in transmitting and receiving messages by radio or in administrative services.

NECESSARY SPECIAL REQUIREMENTS:
All persons appointed to this job will be required by the National Crime Information Center (NCIC) and Louisiana State Police Terminal Operator Certification Program Guidelines to meet the terminal operator certification/re-certification requirement within six months of employment.

An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.
