The Intelligence Production Solutions Division (IPSD), part of the Decision Advantage Solutions Business Area, is seeking a Mission Content Data Manager for the Chinook program in Gaithersburg, MD. The Mission Content Data Manager is responsible for the creation, review and maintenance of target material databases (schemas) and makes changes to metadata to accurately reflect the targets’ function, description, critical elements, location, and naming convention per customer requests in accordance with customer Structured Observation Management (SOM).  The system utilizes ESRI products to manage storage, discovery, access, dissemination, and processing in a cloud environment.

Position may be performed in the following locations below.  Please note Gaithersburg, MD is the program’s primary work location.

Clearance Level Required:

Top Secret clearance with SCI required. Ability to successfully pass a Polygraph exam post hire.

Primary Responsibilities:

  • Demonstrate a base of technical skills with data mining and working knowledge of Geospatial Information Systems (GIS).

  • Maintain accounts for existing customers and creates user accounts for new customers.

  • Troubleshoot problems with GOWK interface to support customer issues.

  • Review, correct, update, maintain and publish project files to the GOWK service.

  • Work extensively in ArcGIS Pro to facilitate GOWK service functionality.

  • Service governance to enforce SOM standards and ensure the right users have access to the correct data layers.

  • Tune service properties to ensure rapid load times.

Basic Qualifications:

  • US citizenship is required per contract.

  • Requires a BS degree and 4 - 8 years of prior relevant experience or a Master’s with 2 - 6 years of prior relevant experience. May possess a Doctorate in technical domain.

  • Top Secret clearance with SCI required. Ability to successfully pass a Polygraph exam post hire.

  • Proficiency with ArcGIS Pro to create and manage GIS Web services, applications, and data.

  • Experience managing Enterprise Databases (SDE) and deploying services to ArcGIS Server

  • Familiarity with ArcGIS Service performance tuning (max record counts, time-outs, etc.)

  • Familiarity with Open Geospatial Consortium (OGC) standards-based web services such as Web Map Service (WMS), Web Coverage Service (WCS), Web Feature Service (WFS), Web Processing Service (WPS), and Web Map Tile Service (WMTS).

Preferred Qualifications:

  • Strong proficiency in SQL (joins, subqueries, and spatial functions).

  • Leverage Atlassian tool suite like JIRA and Confluence to track activities.

  • Experience with Python (ArcPy/ESRI API for Python).

Pay Range:

Pay Range $87,100.00 - $157,450.00
