About this role

Leidos’ Payroll Services team is seeking a customer service-oriented Lead Time & Labor Specialist to support time and labor processing, compliance initiatives, and process improvement projects within the Domestic Payroll organization.

This position serves as an advanced individual contributor role, responsible for performing complex timesheet administration, resolving escalated issues, and leading team-level optimization efforts. The Lead Time & Labor Specialist acts as a key backup and strong support to the Time, Labor, and Compliance Manager, assisting with daily operations, special projects, and audit readiness.

This role does not include direct supervisory responsibility but provides leadership and mentorship to team members through project coordination, peer guidance, and process improvements.

Primary Responsibilities:

  • Perform advanced timesheet and Costpoint administration and reviews to ensure all submissions and approvals meet company and federal requirements.
  • Serve as a primary escalation point for complex or sensitive timesheet and labor charging issues. Leads the research, analysis, and resolution of any complex time and labor issues.  Documenting new controls to handle automated decisions or preventative measures. 
  • Support the Time, Labor, and Compliance Manager with compliance activities, audit support, reporting, and process improvement initiatives.  Will have responsibility to bring recommendations for process improvement initiatives and for execution/implementation.
  • Lead and participate in team projects related to system enhancements, automation, and efficiency improvements.
  • Provide mentorship, training, and day-to-day guidance to Time & Labor Specialists.  Will have delegate authority for general workload and special projects
  • Research, validate, and process large or complex timecard corrections and adjustments in Costpoint.
  • Collaborate with HR, Payroll, and Compliance partners to ensure timekeeping accuracy and adherence to company policy and Federal Labor Laws.
  • Generate and analyze time and labor reports to identify trends, discrepancies, and opportunities for optimization.
  • Assist with documenting procedures, testing system changes, and ensuring consistent operational standards.
  • Serve as acting backup for the Time, Labor, and Compliance Manager during absences or high-volume periods.
  • Support and participate in special projects and other duties as assigned.

Required Qualifications:

  • Bachelor's degree and 2+ years of timesheet administration or time charging experience or High School Diploma and 6+ years of relevant timesheet administration experience.
  • Prior experience in a government contracting environment.
  • In-depth knowledge of Deltek Costpoint timekeeping system and associated policies and procedures.
  • Strong understanding of federal labor laws and compliance requirements.
  • Demonstrated ability to perform root cause analysis and recommend process improvements.
  • Excellent problem-solving and analytical skills with a high degree of accuracy and attention to detail.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office Suite (Excel, Outlook, Word, Teams).
  • Ability to manage multiple priorities and work effectively under deadlines.
  • Ability to work overtime when required.
  • US citizenship is required and able to obtain security clearance as needed

  • Experience with reporting tools such as Toad, OAC, or Cognos.
  • Experience participating in system testing, robotics, or automation initiatives.
  • Demonstrated leadership in process improvement or project coordination.

Pay Range:

Pay Range $52,000.00 - $94,000.00
