The Opportunity

Are you ready to shape the future of global security? The Leidos Intelligence Sector is seeking a skilled Collection Manager (CI/HUMINT Reports Officer) - Senior, to support the USCYBERCOM J2 mission, to collaborate with collection requirements managers, analytic teams, and intelligence consumers to ensure that clandestine and overt HUMINT collection operations are focused, guided, and optimized for maximum effectiveness. The Collection Manager will apply intelligence collection systems and capabilities to keep intelligence collectors and consumers informed of collection developments, relevancy, and emerging requirements. This role requires strong intellectual curiosity and the ability to use advanced analytic, data mining, statistical, and visualization techniques to interpret ISR data sources, manage large datasets, and report findings. The incumbent will model and refine collection practices, produce actionable recommendations, and ensure comprehensive documentation and reporting in accordance with DoD and USCYBERCOM requirements.

What you'll be doing: 

  • Collaborate with collection requirements managers, analytic elements, and consumers to ensure the effective focus and management of clandestine and overt HUMINT collection operations, maximizing the use of available resources.

  • Apply advanced intelligence collection systems and analytic capabilities to produce and disseminate products that inform intelligence collectors and consumers of relevant collection developments.

  • Engage with partners across the Intelligence Community (IC) to understand and address customer intelligence needs and gaps; optimize HUMINT collection operations tailored to specific requirements.

  • Work closely with collectors and all-source analysts to evaluate the efficiency and effectiveness of multi-INT collection efforts, ensuring robust execution of collection plans and strategies that generate reliable and relevant intelligence. Utilize statistical, algorithmic, data mining, and visualization techniques to interpret ISR data sources, manage large volumes of data, ensure data consistency, produce visualizations, and develop analytic models to report findings. Assist in developing methods and criteria—such as Measures of Effectiveness (MOEs) and Measures of Performance (MOPs)—to evaluate whether collection requirements have been satisfied.

  • Produce feedback and findings on collection methodologies; identify collection gaps, trends, and opportunities; assess collection options; test assumptions; and formulate judgments and recommendations to optimize current and future collection strategies.

  • Generate analyses identifying gaps in collection methods and model future intelligence collection scenarios to inform Collection Strategists, Intelligence Planners, and Collection Enterprise Architects.

  • Conduct, develop, and present training on collection operations Tactics, Techniques, and Procedures (TTPs) for various HUMINT and technical intelligence operations within DoD authorities.

  • Prepare and produce Operating Instructions (OIs) for command-wide programs and initiatives as assigned by the Government.

  • Demonstrate proficiency in consolidating actionable reports into Intelligence Information Report (IIR) format to meet Command reporting obligations, filling intelligence gaps for USCYBERCOM J2, J3, and JS, as well as for the broader IC. Serve as the J2X lead for Intelligence Planning Teams, directing and supporting planning initiatives as required.

  • Maintain and update all applicable databases to ensure HUMINT records are accurately documented and maintained in accordance with relevant policies and regulations.

  • Draft and submit evaluations and Source Directed Requirements (SDRs) on behalf of USCYBERCOM analysts, ensuring improved collection performance and increased visibility into Command requirements.

  • Maintain ongoing communication with collectors, ensuring continued awareness of information relevant to the Command’s mission requirements.

  • Identify specific analytical, operational, or planning-related needs and solicit targeted HUMINT support to fill identified intelligence gaps.

  • Compile and report monthly statistics on collection operations management and performance.

  • Oversee the consolidation, storage, and dissemination of all DoD HUMINT and CI-collected malware in support of operational needs.

  • Maintain the Knowledge Management, Information Technology, and Records Management requirements for the J2X, in accordance with applicable regulations.

  • Manage web portals, IT resources, and records to ensure operational assets and source information are accurately and securely tracked.

Needed Experience, Skills, and Education: 

  • Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.

  • Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master’s degree. Additional years of experience may be considered in lieu of degree.

Clearance Needed:

  • Active DoD TS/SCI with Polygraph required. We are not able to sponsor the clearance requirement.

Preferred Experience, Skills, and Education:

  • Deep familiarity with USCYBERCOM organizational structure and mission.

  • Prior experience supporting Joint operations across multiple warfighting domains.

  • Demonstrated ability to produce Intelligence Information Reports (IIRs).

  • Graduate of an in-residence basic Human Intelligence Collection course, such as the Defense Strategic Debriefer Course (DSDC) or Military Service equivalent.

  • Experience in CI/HUMINT operations at both the tactical and strategic levels. * Background in collection management, HUMINT targeting, or operational planning.

  • Experience evaluating source performance and operational documentation.

Pay Range:

Pay Range $116,350.00 - $210,325.00
