
Doctors Without Borders (MSF) is looking for an HR and Finance Manager (French-speaking) to join the pool of our International Mobile Staff.
As an HR and Finance Manager, you will get to use your expertise to oversee the management of human resources and finance in the projects, thereby contributing to life saving medical care to people who need it the most. This role is normally at project level - ensuring the staffing needs, HR routines, and the projects’ financial management are in good order. Experienced HR/Finance personnel can also work at coordination level (usually in the capital of the country) to ensure country-wide stability across human resources and financial management in Doctors Without Borders (MSF) projects.
This is not a standard office-based HR or finance job. As an HR and Finance Manager with MSF, you work directly in our international humanitarian projects, often in challenging, low‑resource contexts. You take on both HR and finance responsibilities in the project, support multicultural teams, and apply your French language skills in many of our project locations. It’s a hands‑on, mission‑driven role where your expertise has a direct impact on people affected by crises.

Implement relevant guidelines and maintain a high standard of HR reporting.
Manage and administer payroll processes.
Lead recruitment activities and ensure fair, transparent hiring practices.
Ensure compliance with internal regulations as well as national labour laws.
Oversee employee administration and support training and development.
Prepare staffing forecasts to ensure personnel needs are met across projects.
Collaborate with local authorities and other stakeholders on HR‑ and finance‑related tasks.
Participate in the management team and contribute to key decisions and project development.
Support project planning, budgeting, and financing.
Handle financial reporting and development of local administrative procedures.
Manage cash‑flow planning and ensure sound financial operations.
Higher education in HR, finance, management or relevant field (relevant experience may compensate).
Minimum two years of relevant professional experience after graduation.
French and English at minimum B2 level. Additional language skills (Arabic, Spanish, Portuguese – B1+) is an advantage.
Experience supervising, training or managing others.
Ability to work in multicultural, multidisciplinary teams.
International work/travel experience in low‑income countries. Experience in NGO work or humanitarian settings is an advantage.
Availability for 9–12‑month international assignments.
Willingness to travel without partner or family and work in demanding conditions.
Ability to prioritise, organise and show initiative.
Ability to cope with stress and adapt to unstable political or humanitarian contexts.
Clean criminal record.
When on assignment, you are employed on a fixed‑term Norwegian contract. (You are not on contract between assignments.)
