An exciting opportunity has arisen due to the retirement of the current post holder to work in the Democratic Services Team as a Democratic Services Officer.  This role is at the heart of the democratic decision making processes of the county council - servicing meetings involving councillors, ensuring good governance and adherence to the county council's constitution and working as part of a team to deliver effective services for councillors, senior officers and external partners.

What we do

Democratic Services is at the forefront of the decision making process of the county council, here's some of the things we do:

  • Ensure county council elections are held in accordance with the law and are delivered effectively.
  • Ensure the county council adheres to its constitution and all the rules governing its decision making processes.
  • Providing support for councillors - day-to-day assistance to elected members, organising meetings and briefings, inductions, training, managing registers of interest, gifts and hospitality.
  • Meetings, Committees and Governance - schedule, organise and clerk formal meetings (e.g. Council, Cabinet, Scrutiny and Committee meetings) producing agendas and reports in accordance with the county councils constitution and compliance with relevant laws.
  • Manage support for county council owned companies including servicing meetings, ensuring legal compliance and appropriate reporting against shareholder objectives.

What you will do

The Job Description and Person Specification is attached to this advert, but the key parts of what you will do are:

  • Provide specialist administrative and committee support to the democratic processes of the county council.
  • Service a number of committees or company meetings.
  • Work with the wider team to deliver objectives including the priorities of the Democratic Services Manager and Senior Democratic Services Officer who you will report to.
  • Work with and support elected members, senior officers and key stakeholders providing advice and guidance on committee and decision-making procedures.


The role is based at County Hall, Preston with regular office attendance required to support the work of the team.  Some occasional travel to meetings that you support is also part of the role and on occasion some meetings take place outside of regular office hours.
