Position: Resident Engineer

Reports to: Project Manager


Technical Responsibilities:

- Manage daily field operations and staff activities for bridge rehabilitation work in compliance with the project requirements and NYCDOT standards. Communicate and coordinate with the construction contractor regarding their planned operations and confirm that expectations regarding quality and safety are aligned.

- Chair and document progress and coordination meetings with contractors, NYCDOT personnel, and stakeholders.

- Oversee staff’s management and control of all project documents, records and logs. Ensure that all documents submitted for review and approval such as Shop Drawings, Submittals and Requests for Information (RFIs) receive a timely and appropriate responses. 

- Oversee and verify that all bridge construction and repair work adhere to site-specific work plans, contract drawings, and NYCDOT specifications. Review all Inspectors Daily Work Reports for detail and accuracy.

- Prepare and submit detailed daily Resident Engineer reports and monthly progress reports to NYCDOT.

- Review contractor schedules, monitored progress, and assessed the impact of delays or field conditions on the project timeline. Monitor the project’s budget and perform estimates to anticipate quantity overruns. 

- Coordinate all inspection and quality control activities, ensuring bridge components meet design and safety standards.

- Confirm compliance with NYCDOT contract requirements, specifications, and safety protocols throughout all project phases.

- Provide technical supervision and oversight for bridge construction, rehabilitation, inspection, and repair activities.

- Thoroughly document any changed field conditions and delays to the work.

- Enforce KSE and NYCDOT safety procedures, maintaining a zero-incident work environment in high-risk bridge work zones. Ensure that all work operations have considered and addressed all hazards to the workers and the public, and that the plan to mitigate identified hazards is executed in the field.

- Manage change orders, payment application reviews, punch list development, and project close-out documentation per NYCDOT standards.

- Liaise with community boards, the public, utility companies, and city, state, and federal agencies to coordinate work with minimal disruption.

- Ensure responsiveness to NYCDOT client needs and maintained consistent communication with KSE managers and field personnel.  

- With the help of his team, possesses the ability to meet the goals and guidelines of the NYCDOT Resident Engineering Inspection Instruction Manual.

Requirements

 

Educational Qualifications/Professional Licenses

- BS or MS in Civil Engineering or related field from ABET accredited school. 

- Professional Engineer (P.E.) License in New York State required.

- OSHA 10 Safety Awareness Training certificate. 

- ACI Concrete Field-Testing Grade 1 certification preferred. 


Experience:

- 5 -15 years of construction experience, with at least 3 – 5+ years as a Resident Engineer on NYSDOT or NYCDOT major bridge projects.

- Experience managing projects in densely populated urban areas, particularly in the NYC metropolitan region and over waterways, and around active railroad tracks, while coordinating with various agencies and utilities.

- Experience preparing thorough and complete change order request packages including an independent estimate and change order justification memo. Experience calculating change order cost using time and material records. Responsible for daily inspection and documentation of construction activities, focusing on safety, quality, and site cleanliness.

- Review and interpret construction contract plans, specifications, and technical documents to ensure compliance.

- Supervise staff in documenting construction activities in line with NYCDOT standards and write daily reports promptly.

- Prepare and review meeting agendas and minutes for both regular progress and special topic meetings.


General Qualities:

- Strong written and oral communication skills to lead the construction inspection staff. 

- Proactive self-starter capable of setting a positive example for the staff. 

- Provides technical and management support to the Department Manager/Regional Manager/Project Manager. 

- Has full technical and administrative responsibility for interpreting, organizing, executing, and coordinating projects/assignments. 

- Strong computer skills using MS Word, Excel, PowerPoint, Outlook, Teams and PDF Editing software.

- Ability to work in the field for several hours in adverse weather and oversee multiple work sites.

- Strong time management skills.
