Our client is a prominent owner/operator overseeing complex, high-value construction and infrastructure programs delivered through alternative project delivery methods. As part of a major capital program, the organization is seeking an experienced Contract Administrator to strengthen commercial oversight and ensure disciplined contract compliance across design, construction, and operations phases.

About the Position

The Contract Administrator III (APM Contracts Administrator) supports the APM Commercial Manager in the development, oversight, and execution of contract administration and change control processes for large, complex construction projects. This role plays a critical part in ensuring contractual compliance, managing change orders and claims, and supporting project close-out activities.

The position requires deep expertise in alternative project delivery methods (including DBFOM), strong analytical skills, and the ability to collaborate effectively with project controls, technical teams, and executive leadership. The ideal candidate is highly detail-oriented, commercially astute, and comfortable working in a fast-paced, high-accountability environment.

Key Responsibilities

  • Support the APM Commercial Manager in administering the DBFOM Agreement and providing commercial oversight and contract compliance.
  • Coordinate with cross-functional teams to assess disputes, relief events, and claims; prepare responses to claims, change orders, and related contractual documentation.
  • Provide contract compliance analysis, issue identification, and resolution strategies.
  • Serve as a subject matter expert in change control, contract administration, estimating processes, and contractual interpretation.
  • Develop and maintain contractual tracking and reconciliation processes during both Design & Construction (D&C) and Operations & Maintenance (O&M) phases, including:
    • Availability payments
    • D&C and O&M non-compliance occurrences
    • Required approvals and sign-offs
  • Create and manage contractual and change order processes, including:
    • Relief and compensation events (claims)
    • Evaluation of change order content and merit of Developer proposals
    • Coordination with Project Controls to develop independent cost estimates and schedules for change orders deemed to have merit
    • Presentation of findings and recommendations to leadership
    • Preparation of reports, correspondence, and formal documentation
    • Coordination and receipt of all required approvals and sign-offs
  • Review and interpret civil, structural, and utility plans, as well as detailed shop drawings, to support contract analysis and compliance.
  • Support project close-out activities and ongoing commercial reporting requirements.

Requirements

  • B.S. or B.A. degree in Engineering, Construction Management, or a related field; equivalent work experience may be considered.
  • Minimum of 10 years of experience in contract administration, design, and construction of large, complex civil or infrastructure projects.
  • Extensive experience with contract management, change control, and claims processes across alternative project delivery methods.
  • In-depth knowledge of contracting relationships and commercial terms between Owners, Developers, and project partners.
  • Strong analytical, organizational, and critical-thinking skills with exceptional attention to detail.
  • Demonstrated ability to collaborate with cross-functional teams to develop practical, business-oriented solutions.
