Job Overview/Summary: The IRC is seeking a Program Officer, Instructional Design to join an established Learning and Instructional Design team. This position will support Framework, a Department of Justice Office of Victims of crime training and technical assistance program designed to build nationwide capacity to address labor trafficking in the United States. The role may also support other RAI learning initiatives, providing instructional design services and products across the department. 

 

MAJOR RESPONSIBILITIES: 

  • Work closely with the Deputy Director of Framework and subject matter expert teammates to conduct learning needs assessments, establish learning objectives, and design and develop learning content

  • Develop eLearning modules, job aids, and other multimedia learning tools

  • Ensure training and learning resources are developed and delivered on time and are steeped in best practices and proven principals of adult learning and pedagogy

  • Ensure that all training, technical assistance and capacity building resources are steeped in trauma-informed practice and universal accessibility 

  • Ensure that all training resources are stored, organized, and accessible through the Learning Management System

  • Evaluate training for efficacy and adjust methodology and materials as needed to improve understanding of information 

  • Review drafted materials and support Framework staff in the enhancement of products through informational and visual standardization

  • Contribute content to newsletters and other audience communications

  • Support Framework Learning Collaborative and facilitate training sessions as needed

  • Support other IRC learning initiatives as needed

 

KEY WORKING RELATIONSHIPS:

Position reports to: Senior Director for Learning

Position directly supervises: N/A

Indirect reporting: Deputy Director of Framework

Other internal and/or external contacts: Works closely with internal and contracted subject matter experts, may have a communication role with funder (OVC) on an as needed basis

 

JOB REQUIREMENTS: 

  • Bachelor’s Degree in instructional design, education, or other relevant field (or equivalent work experience and/or certification)

  • Graduate degree highly desired

  • Minimum four years of experience developing and implementing training, technical assistance, capacity-building, or education programs

  • Experience developing innovative virtual multimedia trainings, such as webinars, online courses, self-paced e-learning, etc. 

  • Proven ability to develop training curricula, help documentation and other support materials

  • Deep understanding of instructional design principles (including adult learning theory)

  • Instructional Design certification preferred

  • Experience contributing to program monitoring and evaluation (data collection, management, and reporting)

  • Deep experience with Learning Management Systems (LMS) 

  • Experience with webinar software

  • Top-notch writing, editing, and presentation skills

  • Proficiency with eLearning content creation software, audio/video editing tools, and the MS Office suite

  • Ability to work independently and meet strict deadlines in a fast-paced, detail-oriented environment 

  • Fast learner, creative problem solver 

  • Experience engaging with subject matter experts and building collaborative trainings

  • Excellent interpersonal and communication skills: ability to effectively liaise with colleagues on all levels in a multicultural environment

  • Familiarity with anti-trafficking programming a plus

 

Language Skills: English language fluency, additional languages spoken by IRC staff and/or clients a plus 

 

Working Environment: Standard office and/or remote working environment. This role may require working remotely full or part time and part time remote employees may be required to share workspace.

 

Compensation: (Pay Range: $70,000 - $80,000) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
