The Field Coordinator will support the Deputy Director of Field Management (DDFM) in overseeing IRC operations in Gaza. S/he will deputize for the DDFM when needed and ensure the smooth implementation of field activities, security management, staff support, and coordination with external stakeholders. The role requires strong leadership, operational management, and problem-solving skills to ensure IRC can deliver timely, safe, and effective humanitarian assistance. This position will be based approximately 80% in Gaza City and 20% in the South/Middle Area, subject to change based on operational needs.

This position is only open to nationals or candidates with a current working visa for OPT.

Major Responsibilities

Field Management and Coordination

•    Support day-to-day management of IRC’s Gaza field operations.
•    Act as deputy to the DDFM in their absence, ensuring continuity of operations.
•    Supervise field teams to ensure quality, accountability, and efficiency.
•    Ensure close coordination across IRC departments (programs, supply chain, HR, finance, and security).
•    Take the lead in Managing IRC’s Gaza city office (depending on Security)

Humanitarian Access, Safety and Security (HASS):

•    Support the implementation of IRC’s safety and security protocols in Gaza.
•    Monitor the context and provide timely updates and recommendations.
•    Act as security focal point in the absence of the DDFM or HASS Manager.
•    Coordinate security planning and systems with other INGO/UN/NGOs in Gaza. 
•    Conduct regular discussions to identify and resolve approaches to address staff’s sense of security in close consultation with the HASS Manager. 
•    Ensure the field office(s) has an up-to-date and appropriate Security Management Plan (SMP) in place, staff are aware and have received training.

Staff Management and Support

•    Provide day-to-day supervision, mentoring, and support to field staff.
•    Support staff wellbeing initiatives in coordination with HR.
•    Ensure compliance with IRC HR policies, safeguarding, and Code of Conduct.
•    Ensure new field office staff receive well-structured orientation and onboarding.
•    Lead by example and support IRC’s commitment to taking all necessary preventive measures and creating an environment where people feel safe and can report misconduct.
•    Model accountability and commitment to safeguarding all staff, partners, clients and others the IRC works with to build a culture of prevention of safeguarding violations in our workplace and our programs.
•    Model accountability and commitment to wellbeing of all staff, partners, clients and others the IRC works with to build a culture of duty of care in our workplace and our programs.

Representation and Coordination

•    Represent IRC in relevant coordination forums, clusters, and meetings as delegated by the DDFM.
•    Strengthen relationships with local authorities, UN agencies, INGOs, and community representatives.
•    The FC will support the DDFM to lead the Field management team comprised of all heads of programs and operations, fostering strong linkages, sharing of information and communication between operations and program teams. 
•    Lead the preparation of donor visits, as well as visits by important entities such as stakeholders or partners, ensuring effective coordination, logistical support, and representation during these visits.
•    Identifies internal and external coordination gaps and raise issues to relevant Coordinators, Deputy Directors, and the Country Director.

Operational and Program Support

•    Oversee logistics, supply chain, and administrative functions at field level.
•    Ensure effective use of resources and adherence to donor and IRC policies.
•    Contribute to contingency and emergency preparedness planning.

Key Working Relationships
•    Direct: Deputy Director of Field Management (supervisor), Gaza field staff.
•    Internal: Program Coordinators/managers, HR, Admin, Finance, Supply Chain, Safety & Security.
•    External: UN agencies, INGOs, LNGOs, community representatives, and authorities.

Qualifications

•    University degree in international relations, humanitarian studies, management, or a related field a plus.
•    Minimum 5–7 years’ experience in humanitarian/NGO field operations, including at least 3 years in a coordination or management role.
•    Experience working in complex settings supporting operations teams, particularly in program delivery/implementation (any sector(s)) and operations functions of Supply Chain, IT, Safety and Security, and/or Finance.
•    Strong understanding of humanitarian principles, context analysis, and NGO operations in conflict settings.
•    Demonstrated leadership and team management skills.
•    Experience in external representation and coordination with diverse stakeholders.
•    Ability to work under pressure and adapt to dynamic environments.
•    Strong sense of personal integrity.

Work Environment
This position is based in Gaza, with regular travel within the field locations. Security conditions in Gaza are volatile and require strict adherence to IRC safety and security procedures.

Language Skills:   Fluency in English required. Fluency in Arabic (written and spoken) is plus.
