We are looking for an experienced, visionary, hands-on, people-oriented lead to drive the control effectiveness of the operating model across the entire COO Finance (COOF) organisation. You will lead a cross-border team and collaborate with the global COOF organization and various key stakeholders to support the COOF organisation in realizing its strategic ambitions and operating model effectiveness.  

You will be located in the Philippines and work with your teams in Manila and Amsterdam.

Work Environment

COO Finance (COOF) is an independent unit reporting to ING’s COO, with a permanent seat in the Management team of CFO. It is accountable for executing the CFO and COO strategy to evolve towards one global digital bank. The COOF mission is to enable excellence in Finance with real time business insights, derived from state of the art technologies, optimal use of data and highly effective operations.

The newly established integrated CoE Operational Effectiveness & Control will support COOF in driving and realizing its strategic ambitions and operating model effectiveness, enabling services that are simple, scalable, digital (and AI enabled), controlled & compliant, and consistent in performance..

The team brings specialized knowledge and expertise to make a tangible impact, works collaboratively and proactively across the COOF organization to provide central steering, hands-on support, guidance, advice, and challenge where needed, and elevates standardization and shared practices to enable COOF ambitions.

Your Role

As Expert Lead, you set standards for your portfolios: Controls & Compliance, User Experience and Contracting & Charging, lead a team of experts in the Philippines and Amsterdam, and ensure knowledge development and innovation. You will be reporting to the Lead CoE Operating Model Effectiveness and Transformation (COMET).

As Expert lead Operational Effectiveness & Compliance, you drive compliance across the COOF organisation in relation to regulatory and internal policies and control standards. This role is critical in ensuring that COOF adheres to ING’s Financial & Regulatory Reporting Control Standards, Data Management Frameworks, SOX requirements, Third and Intragroup Party Management (TIPM) Policy, internal non-financial and compliance minimum standards, and IT governance frameworks. You will lead global initiatives to strengthen our control environment, advise how to mitigate risks and ensure robust control frameworks are in place and continuously improved and monitored. You will also fulfill the role of Business Control Officer for COOF.

You are furthermore responsible for the intercompany contracting, charging and service management  design and execution. Together with developing and maintaining efficient and effective tools & portals and standard procedures to handle end user support and business-user requests (for services, information, or access), communications and internal portals.

The Expert Lead dedicates 30% to people leadership and 70% to portfolio strategy and delivery.

Your Key Responsibilities

As Expert Lead you take responsibility for

  • Authoritative recommendations to ensure robust control frameworks are in place, monitored, and continuously improved to support accurate reporting and compliance with Group (control) standards
  • Provide specialist advice on policies and procedures, resolving complex queries and issues and enabling others in COOF to take appropriate actions
  • Performing the Business Control Officer (BCO) role for COOF, partnering with senior stakeholders across Finance, ODCR, Risk and Audit
  • Compliance with EBA Sourcing / TIPM policies. Contract, charging and service management (including SLAs) operating model design and execution in most effective model
  • Transparent, efficient, effective and fit for purpose charging models in cooperation with Controllers
  • Professional, standardized, efficient and effective tools & portals and standard procedures to handle end user support and business-user requests (for services, information, or access), communications and internal portals for the users and COOF organization.
  • the Global IAM framework and policies to provide an efficient and effective One-Identity Management process in cooperation with the IAM Hub in Bratislava.
  • People leadership and driving people development, employee engagement and diversity in your organisation.
  • Actively engaging and aligning strategies, demand and priorities with (senior) stakeholders in COOF and relevant stakeholders in Finance and Risk.
  • Support MT COOF and act as a business partner in managing stakeholder expectations and communication.
  • Develop medium- or long-term plans that enable the organization to achieve its business goals in your area of expertise. Involves coordinating across multiple teams.

Profile

  • Bachelor’s degree in accounting, Controlling, Audit or related field.
  • At least 10 years in management and leadership roles. 
  • At least 5-7 years of experience in banking, accounting or operational risk management, with proven experience in financial reporting controls, SOX compliance and IT governance.
  • Strong understanding of internal control frameworks regulatory standards and EBA Sourcing
  • Proven experience in leading cross-border teams and managing complex change and transformation programs.
  • Experience in sourcing and in developing and optimizing operational processes, tools, and portals to enhance user experience and standardization.
  • Familiarity with technology implementation and leading multidisciplinary teams (including Dev/Ops) is highly desirable.
  • Strong stakeholder management in complex, multi-country environments.
