ICF is seeking a Project Management Lead to help ensure the proper management processes and procedures are in place and implemented for a set of cybersecurity efforts. This individual will work with a small team to establish best practices for day-to-day management, ongoing reviews, monitoring and reporting, tie-ins to client strategies, and more.

This position is a hybrid role and on-site work will be conducted in Arlington, VA. Candidates must be located in the National Capital Region and may need to work at the designated location up to three days per week, with the possibility of additional on-site days as necessary.

What You Will Be Doing:

  • PMR Framework Development: Assist in creating a comprehensive framework for PMRs, including governance structures, standardized processes, and tools to enhance project management practices and ensure alignment with organizational goals. Develop and document policies, procedures, templates, and workflows to establish clear, repeatable, and scalable project management practices across the organization. Collaborate with internal and external stakeholders to align PMR objectives with organizational priorities, ensuring buy-in and effective communication throughout the process.

  • Maintain documentation of PMR processes, lessons learned, and best practices to support institutional knowledge and future scalability. Support the evaluation, selection, and deployment of project management tools and software, ensuring compatibility with existing systems and scalability for future needs. Provide training and guidance to staff on PMR processes, tools, and best practices, ensuring successful adoption and sustained implementation.

  • Establish metrics, dashboards, and reporting mechanisms to evaluate PMR effectiveness, track project outcomes, and identify areas for improvement. Develop strategies and processes to identify, assess, and mitigate risks within the PMR framework, ensuring project success and minimizing disruptions. Oversee daily PMR operations, ensuring adherence to established processes, standards, and governance frameworks.

  • Deep Dive Support: Design and implement a comprehensive Deep Dive Framework to facilitate strategic, forward-looking, visioning discussions on leadership-specified topics. Ensure topics and discussions align with mission, goals, and long-term vision, driving actionable outcomes and organizational growth.

  • Develop standardized meeting structures, agendas, and objectives to ensure productive and focused discussions during monthly Deep Dive sessions. Conduct in-depth research and analysis on specified topics to provide leadership and attendees with relevant insights, data, and context for informed discussions. Capture meeting outcomes, key insights, and actionable recommendations, and prepare detailed reports or summaries for leadership review and organizational dissemination.

Basic Qualifications:

  • U.S. Citizenship required (required by federal government for position)

  • Ability to obtain and maintain a DOD clearance

  • 10+ years of relevant experience

Preferred Qualifications:

  • Bachelor's degree in a relevant field strongly preferred (cybersecurity, government, etc.).

  • Active high level DOD security clearance preferred

  • Program Management Professional

  • 5+ years of experience working as a federal employee or a consultant to a federal government client, ideally in a national security setting

  • 5+ years of experience in a project or program management role developing project plans, tracking milestones, identifying and mitigating risks, and managing daily activities

  • Excellent oral and written communication/briefing skills, including a high level of attention to detail and ability to quality-control internal and external communications and products

  • Demonstrated customer service orientation with strong leadership, interpersonal, organizational, problem-solving, and strategic thinking skills

  • Knowledge of cybersecurity principles and best practices

  • Ability to work effectively in a collaborative team environment

Additional Skills:

  • Interest in and ability to apply knowledge of DHS or cybersecurity or IT concepts, policies, and procedures

  • Experience working across government and private sector organizations to meet goals and objectives

  • Demonstrated experience with Microsoft Office, including Word, Excel, PowerPoint, Outlook, Planner, Project, Teams, and SharePoint.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$108,476.00 - $184,409.00
