About this role

ICF is seeking a Principal Solutions Architect with deep expertise in IT operations, enterprise modernization, and business transformation. The ideal candidate brings strong experience delivering cross-domain solutions and enterprise capabilities—including data management, GenAI integration, platform services (e.g., ServiceNow, Salesforce, Appian), open-source development, and cloud migrations (AWS, Azure). 

This is a hands-on, doer role. You’ll directly support business development efforts, lead solutioning for proposals, write white papers, meet with customers, develop technical capabilities, and deliver interactive technology prototypes. 

Location: Hybrid (Reston, VA HQ) 

What You Bring: 
You thrive in both tactical and strategic environments, especially within DHS and DoS. You’re fluent in conversations with technical, mission, and business leadership. You’ll help mature and formalize our AI and cloud services offerings, and expand ICF’s presence across DoD, DHS, and DoS. You understand DevSecOps, have worked with open-source tools, and are comfortable with low-code/no-code platforms. You've successfully led teams through the ATO process and are well-versed in NIST frameworks and security controls. 

You’re passionate about automation, comfortable navigating the balance between legacy IT and modern approaches, and committed to building capable teams—not being the lone hero. You have a strong background in capture and proposal, including pricing, solutioning, and writing compelling technical proposals. 

Primary Responsibilities: 

  • Lead the design and delivery of winning enterprise solutions; transition to operational teams post-award 

  • Develop a technical vision and executable strategies that emphasize AI and drive measurable outcomes 

  • Architect scalable modernization solutions using open source, AI, low/no-code platforms, agile methods, and secure cloud frameworks 

  • Apply agile and AI/automation principles to multi-phase cloud migrations and enterprise IT delivery 

  • Serve as the technical authority across programs—overseeing architecture, innovation efforts, and engineering challenges 

  • Engage directly with customers to develop roadmaps and enable secure cross-domain integrations 

  • Drive performance improvements across programs and optimize delivery of IT services on contract 

  • Manage provider and vendor engagements to align with program technical milestones 

  • Mentor technical resources, lead governance structures, and ensure outcomes related to quality, security, and risk mitigation 

  • Lead technical evaluations, build proofs of concept, and facilitate customer demos and buy-in 

  • Collaborate with leadership and technical teams to define requirements, mission objectives, and strategic outcomes 

  • Act as the technical strategy lead—prescribing solutions, ensuring alignment, and promoting adoption across stakeholders 

  • Write and review technical documentation, SLAs, proposals, and strategic briefs 

  • Support proposal phases with detailed technical solutioning and key personnel documentation 

Required Qualifications: 

  • 15+ years designing and delivering scalable modernization solutions using open source and SaaS/PaaS platforms (e.g., ServiceNow, Salesforce, Appian, AWS, Azure) 

  • 5+ years applying advanced AI and automation to streamline operations 

  • 5+ years architecting and implementing large-scale digital transformations (SaaS, cloud-native, AI-driven) 

  • 5+ Years developing solutions for complex technical proposals 

  • 5+ years modernizing infrastructure and engineering at enterprise scale 

  • 5+ years leading large enterprise IT programs, with a proven record of delivery across infrastructure, systems, and applications 

  • 5+ years working with major cloud providers (AWS, Azure, Google), serverless technologies, and managed services 

  • 5+ years implementing DevSecOps, IaC, and secure pipelines aligned with FISMA and NIST 

  • 5+ years modernizing legacy systems through microservices and containerization strategies 

  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or related field 

  • U.S. Citizenship required, with the ability to obtain Public Trust, Secret, or Top Secret clearance based on client needs

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$191,339.00 - $325,277.00
