The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, environmental protection, security and facilitation.
Under the Director of the Capacity Development and Implementation Bureau (D/CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation and closing of Technical Assistance (TA) and Technical Cooperation (TC) projects. It develops agreements and country-specific projects as well as regional projects and programmes by identifying priority areas, objectives, activities and deliverables, setting timeframes and budgetary requirements.
The successful continuation of civil aviation services requires ICAO Member States to build and strengthen their ability to meet obligations for civil aviation security under the Chicago Convention. Organizational Transformation has proven to be a fundamental catalyst in aiding entities within the civil aviation sector meet their commitments vis a vis the Chicago Convention.
In order to navigate challenges that States may face and leverage ICAO’s experience in Organizational Transformation in the aviation sector, ICAO has developed Organizational Transformation iPack which includes various products including guidance material, tools, processes, practical examples and advisory expertise.

Performs any other related tasks, as required to address the objectives of the assignment.
The expert is expected to lead the implementation of the Organizational Transformation iPack, providing to the recipient entity an Organizational Evaluation Assessment, a Transformation Implementation Plan, a Transformation Playbook and advise on appropriate training available on organizational transformation.
The incumbent reports to the Capacity Development and Implementation Bureau on administrative matters and on work-related issues and from whom s/he seeks advice and guidance on assignments. The incumbent carries out duties and responsibilities in support of the implementation of the Organizational Transformation iPack.
During the assignment, the incumbent will work with the recipient entity in the State and any other relevant entities within ICAO.

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944).
Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate.
Once governments achieve diplomatic consensus around a new standard’s scope and details, it is then adopted by those same 193 countries in order to bring worldwide alignment to their national regulations, helping to realize safe, secure and sustainable air operations on a truly global basis.
ICAO is not a regulator. ICAO standards contain never supersede the primacy of national regulatory requirements. It is always the local, national regulations which are enforced in, and by, sovereign states, and which must be legally adhered to by air operators making use of applicable airspace and airports.
In addition to these core diplomatic and research capabilities, ICAO also conducts educational outreach, develops coalitions, and conducts auditing, training, and capacity building activities worldwide per the needs and priorities governments identify and formalize.
