About this role

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Provide an updated airport master plan that is comprehensive, and which will address the need to optimize the existing airport site with a view to maximize the capacity of the expanded airport.

Function 2 (incl. Expected results)

The master plan update to be prepared under the consultant’s leadership will have to address goals such as:

a. develops the airport in a manner that fully responds to the future needs of the air transportation industry in the future, in a way that decisively contributes to the socioeconomic development.

b. minimizes the cost of the airport users, making PTY a competitive infrastructure that helps its users to succeed.

c. develops the airport in a flexible manner that is able to adapt to change.

d. ensure that the airport is operated in the future in a safe, secure, efficient, reliable, and environmentally friendly manner.

e. develops the airport in harmony with its surroundings, considering aspects such as environmental impact minimization, and sustainability.

Function 3 (incl. Expected results)

Prepare and execute   the work plan to complete the master plan update for the airport.

Function 4 (incl. Expected results)

Cooperative with ICAO’s local office in the review and approval/acceptance of the different reports to be prepared by experts and consulting firms.

Function 5 (incl. Expected results)

Maintain, through ICAO’s local office and local project coordinator, adequate contact with other stakeholders in all those aspects of the master plan update exercise that require input or feedback from them.

Function 6 (incl. Expected results)

Lead the preparation of the final reports.

Function 7 (incl. Expected results)

Performs other related duties, as assigned.

Qualifications and Experience
Education

University degree in aeronautical engineering with specialty in airport master planning/engineering.

Professional experience                                   

Essential

  1. Minimum of 10 years of experience in airport master planning and engineering, aerodrome management, operations and maintenance, in a managerial position, with an airport authority or equivalent government department at a major international airport.
  2. Thorough knowledge of ICAO Standards and Recommended Practices (SARPs) specified in ICAO Annex 14 and the guidance material contained in ICAO Airport Planning Manuals, Aerodrome Design Manuals, Airport Services Manuals, Manual of Surface Movement Guidance and Control Systems, Manual on Certification of Aerodromes, and adequate familiarity with SARPs specified in Annexes 10, 11 16 and 17 and the guidance material contained in ICAO PANS-OPS Manual.
  3. Considerable experience in the planning and management of national civil aviation systems and facilities, preferably air traffic management related.
  4. Considerable experience with the evaluation of aerodrome operations, airspace and navaids, terminal building operations, and airport environmental issues
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term) 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

ICAO CDI consultants are expected to conduct themselves in a manner befitting their status as international civil servants.

About ICAO

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944).
