About this role

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Undertake a complete analysis of the present ATM system.

Function 2 (incl. Expected results)

Provide recommendations for upgrade of the present ATM system including airspace organization.

Function 3 (incl. Expected results)

Provide recommendations for the national implementation of an ATM safety management system.

Function 4 (incl. Expected results)

Provide recommendations to improve human resource planning and development.

Function 5 (incl. Expected results)

Provide recommendations for training in areas of quality control, inspectors and auditors, once they are identified.

Function 6 (incl. Expected results)

Asses the ATC procedures and make recommendations for upgrade. 

Function 7 (incl. Expected results)

Assess the CNS system and make recommendations for upgrade.

Function 8 (incl. Expected results)

Perform other related duties, as assigned.

Qualifications and Experience
Education

University degree or appropriate professional qualifications in the field of air traffic management.

Professional experience                                   

Essential

  1. At least ten years’ experience as tower, approach/area procedural and radar controller at a busy international airport or area control centre (ACC). 
  2. At least 5 years’ experience at a senior or supervisory capacity, in air traffic management in a sizable civil aviation authority, air navigation services provider or airport. 
  3. In-depth knowledge of ICAO Annexes 2 and 11, 12 as well as ICAO Doc 4444, Doc 9859, Guidance Material on the Development of an SMS Implementation Plan For Service Providers, and ATM related ICAO Manuals (Doc 9426, 9432, 9433, 9554, 9574, 9613, 9689, 9694, 9731, 9750 and ICAO circulars. 
  4. Experience in the development and application of ATS safety management systems. 
  5. Experience in a state CAA in providing ATS safety oversight (inspections, audits, surveillance) or similar experience in an international consulting organization in providing such service on behalf of a state will be an essential qualification.
  6. Minimum ten years’ experience including experience as a licensed and rated controller and in progressively more complex ATC activities including two years practical supervisory and management planning experience at the national or regional headquarters level. 
  7. Government experience in the preparation and issuance of regulatory documentation including operational and procedural manuals for air traffic service. 
  8. Supervisory experience in automated en-route and terminal radar control and data-link systems; full understanding of their relationships to ATS movement and other statistics and the importance of these in forecasting trends. 
  9. Familiar with FIR and airspace organization and coordination, including adjacent airspaces; airspace planning; the use and planning of radar and conventional aids; the preparation of AIP's, Notams, and holding and approach criteria and charts; planning route networks; traffic demands; crossings and mergings. 
  10. Knowledge of the administration and operation of the aeronautical telecommunication services and of the implementation of the ICAO Regional Plans. 
  11. Demonstrated administrative, managerial and planning abilities. 
  12. Good knowledge of appropriate ICAO documents.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term) 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

About ICAO

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944).

Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. It is always the local, national regulations which are enforced in, and by, sovereign states, and which must be legally adhered to by air operators making use of applicable airspace and airports.

In addition to these core diplomatic and research capabilities, ICAO also conducts educational outreach, develops coalitions, and conducts auditing, training, and capacity building activities worldwide per the needs and priorities governments identify and formalize.
