Job Title: USMCA Hub Manager
Global Title: PROJECT UNIT MANAGER
Location: Corporate – Auburn Hills, MI

Reports to: Goods and Services Purchasing Director
FLSA Status: Exempt

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Role
• Guarantee the result of assigned the HUB on the performance of Goods & Service suppliers
• Guarantee the application of the Purchasing strategy for the HUB
• Propose an organization Purchasing HUB complying with the strategy
• Pilot and coordinate work of Data Factory team, initialize improvements and introducing new solutions
• Guarantee budgeting and report result to the Management
• Ensure the sustainability of the actions undertaken

Mission

• Develop long term relation with the suppliers
• Improve QCDIS requirements, performance with the suppliers
• Coordinate all the sites assigned the HUB in order to give direction according to the consolidated objectives for the HUB by organizing meetings for: follow up of the frame contracts deployment and follow up of the savings actions to be launched
• Define with the Management the necessary resources to deploy the Purchasing Goods & Services Strategy
• Define with the teams an Annual Purchase Action Plan (GCRD: Global Cost Reduce Driver/Savings) and tracks his progress
• Pilot and coordinate the purchasing actions at the HUB level
• Support Plant Buyers with the strategic/Local G&S Suppliers
• Deploy the supplier panel related to the Commodity Managers
• Achieve the best QCDI report (Quality, Costs, Deadlines, Innovation) for its Goods& Services commodity
• Ensure the reporting regarding its hierarchical and functional departments by setting up Group/Country dashboards
• Ensure the provision of the necessary means to strengthen the skills of his team
• Promote the use of the of good purchasing practices and compliance with procedures
• Organize and follow the HUB Savings roadmap
• Escalate the blocking points/constraints
• Assure the reporting of the country coordination
• Identify the families under frame contracts for the HUB to ensure the deployment
• Identify the families without frame contracts in order to define an action plan to reach the HUB objectives
• Implement Transversal contracts where applicable
• Animate the G&S working Group for the HUB (telepresence, meetings…)
• Communicate to suppliers the requirements and functionalities required in functional specification
• Evaluate the risks and select the suppliers based on their completeness, their Quality level, their commitment to a process of permanent progress, their development potential, their supply chain level, their financial health, their supportiveness & responsiveness ….
• Negotiate prices, establish contracts and ensure their compliance by the suppliers
• Ensure reporting regarding its hierarchical and/or functional Management
• Propose standardization solutions, process modification to achieve quality and cost objectives (ecotech)
• Manage disputes in serial life (price difference VS price of the order, claims costs) and negotiates the price increases in coordination with Commodity Buyers or local coordinators Goods and Services
• Commit himself and all his teams to do E-learning training in the integration phase
• Respect and implement Total Energies Group and Hutchinson Directives and Procedures
• Guarantee respect of health, safety and environment charts and requirements and norms
• Ensure the respect and implementation of Hutchinson standards and Purchasing methodology/tools supplied by the Purchasing Corporate
• Analyses inefficiencies in processes related to the Purchasing and recommends improvements
• Reports observed potentially hazardous situations
• Reports anomalies and suggestions regarding the energy outcome and functioning of the energy management system
• Inform his hierarchy, the Site concerned of any observations of dangerous situations for security
• Optimize the work of the subordinate team, initialize improvements and introducing new solutions
• Promotes safety, environmental protection and energy conservation policies in the subordinate area
• Controls working conditions in the subordinate area, including compliance with health and safety, environmental protection and energy management rules by subordinate employees
• Participate in carrying out occupational risk assessments in the subordinate area

 

EDUCATION AND EXPERIENCE:

Bachelor's degree level knowledge in business administration with at least five - ten years minimum
of direct experience in purchasing, and a minimum English proficiency level of English C1, Spanish preferred.

• Mastery of negotiation techniques, tools and market solutions in purchasing management (e-procurement, e-sourcing, outsourcing…)

• Optimization of purchasing performance through his/her knowledge of project management methodologies and his sensitivity to information systems
• Open-mindedness, communication, cooperation, good relation, target orientation
