JOB SUMMARY

The purpose of this position is to conduct high profile investigations and mentor and lead a team of investigators.

MAJOR DUTIES & RESPONSIBILITIES

1. Leads a team of investigators by coordinating investigations involving discrimination, harassment, bullying, and employee misconduct.
2. Coordinates with campus administrators on misconduct investigations at the campus level.  Provides guidance to administrators on investigations, reviews and approves submitted campus investigations, and monitors compliance with federal and state regulations and with Board Policy.
3. Works closely with the Assistant General Counsel of Public Information and other members of the Legal Services Department.
4. Trains and assists investigators with standard and specialized investigative techniques and practices. Serves as a mentor to investigators. Provides daily leadership, feedback, and guidance to the investigative team on effective investigations.

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

5. Exchanges information with various law enforcement agencies, Risk Management, Children’s Protective Services (CPS), and the County’s Children’s Assessment Center while conducting investigations involving students and school district employees. Provides daily assistance to law enforcement agencies in locating child victims, witnesses, and perpetrators of criminal complaints.
6. Reviews and analyzes all interviews, documents, and evidence by reading the interview statements, examining all documents, and determining the nature and relationship of the interviews as they pertain to the allegations.
7. Performs other job-related duties as assigned.

LEADERSHIP RESPONSIBILITIES

Work Leadership. Regularly provides project management or team leadership to a group of two or more

employees but does not have formal supervisory responsibility. Leading and directing is restricted to monitoring work and providing guidance on escalated issues. Most of work time is spent performing many of the same duties they are leading.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is non-standardized and widely varied, involving many complex and significant variables including significant time spent planning, evaluating complex solutions and issues, and negotiating outcomes. Strong analytic ability and inductive thinking are frequently required to devise new approaches to situations where previously accepted solutions have proven inadequate. Position regularly makes recommendations to management on areas of significance to the division. Supervision received typically consists of providing periodic coaching, advice, and feedback.

BUDGET AUTHORITY

No budget development activity is required.

PROBLEM SOLVING

Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.

Decisions have considerable impact to multiple divisions or the organization causing risks or improvements to relationships, significant efficiencies, or delays in operations, and/or significant financial gains or expenses. Errors are serious and difficult to discover, normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.

COMMUNICATION/INTERACTIONS

Collaborate and solve problems- works with others to resolve problems, clarify, or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

CUSTOMER RELATIONSHIPS

Leads others in the resolution of highly sensitive and confidential issues on behalf of the department. Acts as a trusted advisor and becomes involved in the customer's decision-making process including presenting alternatives and information and applying persuasion and negotiation skills in the resolution of problems. Monitors customer service standards.

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.

Ability to carry and/or lift up to 15 pounds.
