POSITION OVERVIEW

Harbor Health seeks a Director of Insurance Plan Marketing to serve as the strategic architect of Harbor Health Insurance Company (HHIC) growth, primarily through the Broker/Consultant channel. You will lead marketing campaigns dedicated to capturing market share in both Individual and Family Plan (IFP) and Employer Sponsored Plan segments by empowering intermediaries with best-in-class technology, sales tools, positioning, and brand authority. The core mission: drive broker preference and large group employer awareness. Whether it's an independent agent selling an individual ACA plan or a consultant advising a 100-life employer, you'll ensure Harbor Health plans are their first recommendation and one that employers view as an innovative regional leader.

POSITION DUTIES & RESPONSIBILITIES

Broker-Led IFP Strategy (B2B2C)

  • Build marketing programs for General Agencies (GAs) and independent brokers, providing co-branded materials, enrollment guides, and plan comparison tools
  • Manage marketing relationships with Field Marketing Organizations (FMOs/NMOs) to ensure our plans are prioritized during Open Enrollment Period (OEP)
  • Partner with Sales to develop and promote broker bonus programs, top producer incentives, and commission-based campaigns to drive volume
  • Partner with Sales Operations to optimize broker portal experience, ensuring agents can quote and bind IFP coverage with minimal friction

Large Group Employer Strategy (B2B)

  • Tailor high-end content for regional brokers and consultant relations
  • Create and manage workflow to provide marketing support for high-priority RFPs and finalist presentations
  • Produce thought leadership content including white papers on workforce health and innovative solutions like condition-based pathways
  • Own content on website and other collateral related to employer plans
  • Develop sales readiness content that helps sales reps handle complex objections including network adequacy and high-cost claimant management
  • Launch Account-Based Marketing (ABM) campaigns targeting HR Directors and CFOs of high-value prospects using LinkedIn, direct mail, and executive events
  • Design tailored automated marketing campaigns that react to engagement and establish warm leads for sales follow-up

Channel Development & Enablement

  • Define brand voice that resonates with professional brokers, prioritizing reliability, competitive commissions, and superior claims support
  • Generate warm interest leads through local awareness campaigns and pass them to top-tier broker partners
  • Partner with Sales Operations on adoption of self-service marketing portals where brokers can download and customize marketing kits
  • Orchestrate broker roadshows and Continuing Education (CE) webinars to keep our plans top-of-mind
  • Plan key events for large group engagement including regional SHRM conferences

Marketing Execution & Community Engagement

  • Ensure consistent, up-to-date promotion of Harbor IFP plans in clinics during Q4 open enrollment period
  • Develop and execute community outreach programs to drive awareness and enrollment into HHIC
  • Partner with Direct-to-Consumer marketing to build strategies and optimize performance of direct IFP plan membership

DESIRED PROFESSIONAL SKILLS & EXPERIENCE

Required:

  • 10+ years in insurance marketing with deep understanding of FMO/Agency distribution model
  • Proven success in both high-transaction ACA/IFP market and high-complexity large group market
  • Experience with CRM, CDP, and Partner Relationship Management (PRM) tools and co-branding marketing automation
  • Exceptional ability to present to large rooms of agents or executive audiences
  • Demonstrated ability to balance long-cycle, relationship-based marketing for large employer groups and broker-led programs to drive IFP adoption
  • Strong understanding of broker-first distribution strategies and channel marketing

Preferred:

  • Experience in health insurance plan marketing with payvider or integrated delivery models
  • Familiarity with Texas health insurance market and regulatory environment
  • Experience with ACA marketplace dynamics and compliance requirements
