Assisted Living and Social Services provides supports for seniors, families and communities, and helps Albertans access disability services, financial supports, services for the homeless, continuing care services, and other social-based programs. This ministry supports Albertans through a person-centred, integrated service delivery model that recognizes the unique circumstances, experiences and strengths of individuals and families.

Role

Reporting to the Assistant Deputy Minister, Employment and Financial Services, the Executive Director, Common Service Delivery (CSD) provides strategic leadership and executive oversight for the integrated delivery of over 34 social programs and 120+ Government of Alberta services, serving more than 300,000 Albertans quarterly. This executive role directs operational excellence across several distinct service delivery streams including contact centres (Alberta Supports, Income Support, Employment Standards, Occupational Health & Safety), Assured Income for the Severely Handicapped (AISH) application and adjudication, health and funeral benefits administration, centralized payments and data processing, and automated client reporting. The Executive Director also plays a key strategic leadership role and ensures compliance with multiple legislative frameworks (e.g., Income and Employment Supports Act, AISH Act, Employment Standards Code, OHS Act), and drives continuous improvement initiatives to enhance client experience, operational efficiency, and service quality across the province's social safety net infrastructure.

 

The Executive Director, Common Service Delivery also provides strategic and business advice and recommendations to senior Ministry and government representatives and officials for plans, issues, and initiatives pertaining to the Common Service Delivery branch mandate and priorities.  The Executive Director champions the common service delivery approach and related benefits of enhanced consistency, effectiveness, and efficiency, as well as identifying opportunities to advance the branch mandate in support of the work of the Ministry. This position leads the transformation of common service delivery within the Ministry, continually balancing the desire for a person-centred approach to the delivery of high-quality services with the realities of financial and other resource constraints.

 

The transformation of social-based programming and delivery within the province is of unprecedented scope and presents a completely new way of doing business, with the work of the Executive Director having significant impacts and implications for clients, Ministry program areas, and stakeholders. 

 

 

Qualifications

Your background includes considerable senior management experience in the public sector or a complex business environment with deep experience in financial and human resource planning, accountability, and outcome measurement. You also possess an understanding of citizen-centered service delivery models, issues relating to the delivery of service delivery of programs through multiple service delivery channels, across various geographic locations, and have demonstrated experience in business process re-engineering and change management. Knowledge of the business planning process and understanding of business and technology systems is also required. You are also familiar with government decision making and strategic directions, priorities and the political environment in which the Ministry operates. You are known for being highly skilled in navigating political sensitive and ambiguous environments, fostering collaborative relationships, and influencing decision-making across diverse stakeholder groups. As a leader, you inspire your team to reach new levels of personal and professional success, while embracing change and driving for innovation. Knowledge of social programs and program delivery would be an asset.

 

A related degree is preferred.

 

 

Salary

$5,758.44 - $7,567.65 bi-weekly ($150,295.28 to $197,515.67 annually)
