We are looking for a Programme Engineer to play a pivotal role in planning, scheduling, and delivering road and infrastructure maintenance as part of our new IDC contract with NZTA in the Manawatū and Whanganui regions. Commencing in May 2026, you will join a dedicated team responsible for road and footpath repairs, street cleaning, the management of streetlights and signs, as well as drainage and vegetation maintenance.

This role focuses on establishing, implementing, and refining maintenance strategies to support work programme development. You’ll collaborate to define a three-year forward works programme, submit monthly candidate programmes for approval, and maintain an up-to-date three-month forward works schedule in AWM. Regular updates and clear communication are essential to ensure transparency and continuity in programme delivery. The position also involves leading emergency response efforts, all aimed at enhancing service quality and resilience for our vibrant and growing communities.


In addition to the above you will:   

  • Oversee scheduling and programming of work for operational teams, including inspections

  • Manage budget forecasting within NZTA’s SAP and Fulton Hogan’s systems

  • Ensure contractual compliance for changes to scope of work in both direct and sub-contractor agreements

  • Collaborate with Operations and Renewal Managers to:

    • Prepare and submit reports, claims, and programmes accurately and promptly

    • Plan and organise contract sub-contractors, surveys, materials, plant, and personnel effectively

    • Lead and guide staff to maximise overall performance

  • Ensure all work is delivered to meet the required programme KPIs

  • Build and maintain strong professional relationships with NZTA and other key stakeholders

  • Contribute to other duties or projects reasonably requested as needed

We’re looking for someone with:

  • Tertiary qualification in engineering (BE, NZCE, or recognised diploma) and at least five years’ experience in civil infrastructure, road maintenance, or similar environments

  • Proven skills in budget forecasting, financial reporting, and contractual compliance, ideally with experience using systems like NZTA’s SAP and managing direct labour and subcontractor agreements

  • Demonstrated ability to provide training and guidance, plan and coordinate resources, and meet project schedules and deadlines

  • Strong communication and relationship-building skills, with experience preparing accurate reports, claims, and fostering productive partnerships with stakeholders and clients

  • Recognised safety certification, commitment to safe work practices, current Class 1 driver’s licence, and a flexible, team-focused attitude
