The Opportunity
 

In this role the Electrical and Traffic Signals Delivery Lead is responsible for the efficient, effective, and safe delivery of the electrical and traffic signals program across all related assets.

The Electrical and Traffic Signals Delivery Lead will:

  • Serve as the primary interface between WTA teams and external parties conducting activities.
  • Manage financial responsibilities, including budget development, cost planning, and time estimates for scheduled activities.
  • Focus on leadership and development, strengthening key stakeholder relationships, and ensuring operational accountability.

Key Responsibilities

Electrical and Traffic Signals Delivery Responsibilities

  • Ensure the efficient and effective delivery of electrical and traffic signals maintenance and renewals on the WTA network through collaboration with the wider Alliance teams, subcontractors, and external parties to enhance network performance and industry outcomes.
  • Promote forward-thinking network planning that is optimised, resilient, and produces quality-assured outcomes.
  • Engage in frequent safety conversations across all operational fronts.
  • Develop and maintain productive, effective relationships across the Alliance Team and key external agencies such as councils and industry groups.
  • Manage budgets in collaboration with WTA Asset Managers, Commercial teams, and NZTA.
  • Manage physical resources for electrical and traffic signals maintenance and renewal works, including plant, labour, and subcontractors.
  • Procure, manage, and monitor subcontractor work to support sustainable performance and development of the annual plan.
  • Maintain detailed knowledge of planned works, events, and activities within the Wellington transport system to enable effective planning, collaboration, and coordinated delivery.
  • Collaborate with WTA Delivery teams to ensure integrated delivery aligned with WTA’s vision.
  • Work with teams (e.g., Asset Managers and Road Safety) to ensure network maintenance best practices are central to an effective delivery framework.
  • Utilise value engineering techniques to drive whole-of-life cost reduction and increase productivity.

Programming & Performance

  • Plan and schedule work to maintain Levels of Service across all asset categories.
  • Develop an annual program and integrate data into RAMM (Think Project) to track all works accurately.
  • Create and monitor a monthly program to ensure continuous progress.

Service & Product Quality

  • Ensure services align with Level of Service obligations.
  • Maintain high-quality standards across all work streams.
  • Complete QA records with accuracy to reflect service and product quality.
  • Support the Quality, Compliance, and Performance Team in maintaining up-to-date and accurate quality systems and records.

Data Quality

  • Accurately document network defects and associated rectification details to enable compliance tracking.
  • Assist the Quality, Compliance, and Performance Manager in ensuring all quality-related systems and records remain updated.

  • Actively contribute to WTA to achieve outstanding results.
  • Champion the Alliance vision, values, and behaviours.
  • Work collaboratively across other disciplines, teams and with colleagues to foster a one team environment and culture.
  • Pro-actively engage and participate in relevant training, workshops and meetings to support alliance outcomes.
  • Look after the safety of yourself and others. Never perform a task when the safety of yourself or others is at risk.
  • Follow all safety, environmental and quality processes for the task.
  • Undertake other duties as directed from time to time.

Qualifications, Experience and Competencies

Qualifications

  • Tertiary qualification in a relevant field (preferred)
  • Full current class 1 driver’s licence

Experience and competencies

  • 5+ years' experience in civil engineering and/or road maintenance, including high-capacity motorway corridors.
  • Proven leadership in supervising and managing operational teams.
  • Strong communicator—able to work effectively with all levels, both within and external to the Alliance.
  • Safety-first, customer-focused mindset.
  • Excellent written and verbal reporting skills.
  • Preferred: Experience in road asset management and collaborative contract teams (e.g., Alliance models).
