Position Overview:

As a Program Management -Tech Lead, you will support key SFPS programs that have impacts across the SFPS blocks. Some key programs include Application Modernization- a multi-year program that modernizes majority of SFPS applications to move to cloud architecture, Alternative Credit Score (ACS)- a business-driven program to use new Credit Scoring models across Freddie Mac, and SFPS Platform & Infrastructure capabilities management. You are part of a small program office team, with versatile team members performing multiple roles on multiple programs, who rely on collaboration, planning, problem-solving skills and communication to achieve same results as large program offices. You will be responsible for ensuring the programs meet the objectives with strong processes in management of integrated milestones, budget, risks, dependencies, reporting and communications.  Drive program excellence by establishing metrics, measuring performance against strategic goals, managing priorities, and managing change across departments. The role expects strong technical and analytical skills to understand SFPS systems, architecture, data flow, platform capabilities, cloud costing, infrastructure etc. information and come up with program plans, metrics & reports independently.  This role will also have additional responsibilities of coaching & mentoring the program office juniors and supporting the SFPS division chief of staff reporting requests.

Your Impact:

  • Analysis: Analyze the business or technical scope, combine with SFPS domain knowledge and technical constraints, to establish or support to establish a program

  • Planning and Execution: Develop roadmaps that outline programs, milestones, and dependencies. Manage budgets that align with Block budgets.  Identify, assess and mitigate risks that could impact the success of the programs. Execute the program according to the expected timelines and budget. Prioritize competing activities with minimal impact to the program outcome. Govern the change effectively during the program execution.

  • Domain and Systems Understanding: SFPS landscape changes continuously with new programs, teams and technologies. Develop understanding of the domain and involved systems to understand program needs and correlate a program objectives and impacts. Leverage technical knowledge and domain knowledge, infer impacts, make informed decisions and manage risks.  

  • Program Reporting: Understand stakeholders reporting needs and produce them in timely fashion. Convey the reporting value and convince program participants to support the program office to provide necessary inputs.

  • Communications: Co-ordinate efforts across the teams, departments and external parties to ensure alignment and smooth execution of the programs. Plan and follow the communication cadence to provide program updates to leadership, stakeholders and third parties. Put a solid dependency view by working with partners and monitor progress and address any hindrances.

  • Leadership and Development: Lead the programs following principles of inclusion, open communication, team empowerment and quality deliverables. Address and resolve conflicts or issues that arise between teams or within programs. Escalate issues by following proper chain of command. Develop and maintain high credibility with stakeholders and effectively influence without authority.

  • Partner Relationship Management: Build relationship and trust among partners and applications teams via collaborative and broad approach among partners and application owners, to break silos, address obstacles and work towards a common objective.  Partners with groups across enterprise including business PMOs, Infrastructure, Risk Management and Finance.

Qualifications:

  • 8-10+ years of experience in project and program management, with 4+ years of experience in running large programs that involve application development and testing on cloud architecture

  • Bachelor’s degree or equivalent experience

  • 4+ years of experience in hands on experience running programs that involved cross group/teams integrated processes in requirements, data analysis, E2E testing and Release Coordination.

  • 5+ years of experience in running complex programs that involve changes in application tier, data tier and cloud/infrastructure tier.

  • Proven ability to communicate, negotiate and collaborate. Excellent writing and other communications skills, and strong networking and relationship building skills.

  • Keen attention to detail, sound judgment, tact, diplomacy, and discretion

  • Excellent skills in reporting and producing dashboards using Excel and PowerPoint.

  • Work well under pressure and effectively multi-task in a fast-paced environment

  • Proven ability to build and maintain collaborative relationships with colleagues at all levels across the enterprise and influence without authority

  • Demonstrated experience in change management and dependency management

  • Strong leadership, Relationship/Customer Management, and deep understanding of end-to-end software development and support processes.

This position has an annualized market-based salary range of $127,000 - $191,000 and is eligible to participate in the annual incentive program. The final salary offered will generally fall within this range and is dependent on various factors including but not limited to the responsibilities of the position, experience, skill set, internal pay equity and other relevant qualifications of the applicant.
