About this role

This role will report directly to the Director Plant Manager of our new Torreon facility, and functional report to the Division Director of Health, Safety & Environmental. The HSE Manager will collaborate closely with all operational departments, including Manufacturing, Maintenance, Quality and Engineering, to integrate health, safety and environmental practices into the site’s daily operations.

 

The Opportunity:

We are establishing a new manufacturing facility in Torreon, Mexico, that will play an important role serving customers across the Americas and enable future growth in the region. The HSE Manager is responsible for leading safety, health, and environmental programs for this greenfield facility. The HSE Manager will develop, implement and maintain comprehensive HSE (Safety, Health & Environmental) programs, ensuring compliance with local regulations, company standards, and guidelines. This role will play a pivotal role in building a proactive safety culture from the ground up, developing and integrating safety practices aligned with corporate standards at every stage of facility operations.

Responsibilities:

  • Develop and implement the overall Health, Safety & Environmental strategy for the greenfield facility.

  • Work on the selection and contracting external services providers to manage HSE at site.

  • Develop emergency response & evacuation protocols, coordinating emergency evacuation drills, and employee readiness programs to ensure preparedness for all potential incidents.

  • Establish and document local HSE standards, procedures in line with local regulations, best practices and Flowserve corporate Policies and guidelines

  • Work on the design and implementation of tailored HSE programs for the site based on local needs/regulations, together with the implementation of Corporate campaigns and initiatives.

  • Coordinate and oversee from HSE perspective the commissioning of new activities, operations and processes, working on detailed risk assessments for each area/process of the operation.

  • Conduct thorough incident investigations, focusing on root cause analysis and prevention, and develop actionable recommendations to reduce risks and prevent injuries.

  • Coordinate safety training for all employees, including new hire orientation and ongoing safety education, tailored to a new facility environment.

  • Maintain accurate records of all work-related injuries, illnesses, and safety incidents, and provide statistical analysis to support management decision-making.

  • Prepare and deliver regular performance reports and KPI’s to Corporate, including analysis and actions plans for continuous improvement.

  • Collaborate with department managers to develop and implement effective health and safety countermeasures and continuous improvement initiatives.

  • Facilitate and support the creation of the Safety Committee, providing leadership, guidance, and motivation to promote a strong safety culture.

  • Conduct & coordinate regular workplace safety audits, establish measurable safety standards, and follow up on recommendations to improve safety performance.

  • Ensure environmental compliance, including timely submission of reports related to air, water, storm, and sanitary permits, and other regulatory requirements.

  • Support the greenfield project team in integrating safety considerations into facility design, construction, and operational processes.

 

Requirements:

  • Bachelor’s degree in a relevant field (e.g., Occupational Safety, Environmental Science, Engineering).

  • 8+ years of progressive HSE experience in industrial environment, preferably in manufacturing facilities & new facility or greenfield setups.

  • Team player and able to build and maintain relationships both internal and external.

  • Leadership Competencies: Proactivity, strong leadership, Strategic planning, strong analytical and organization, Change management, Problem-solving, Empathy, motivation and inspiration.

  • Strong communication skills, with the ability to influence, lead with example and drive safety culture across teams. Fluent English & Spanish required. Coaching and mentoring abilities.

  • Proven experience in occupational health, safety, and environmental management systems.

  • Demonstrated ability to build HSE programs from scratch

  • Experience managing third parties and contractors.

  • Experience with compliance audits, and documentation processes.

  • Experience on working in Multinational matrix organizations
