Summary/Objective? 

The Enterprise Program Management Office (EPMO) Lead is a strategic enterprise leader responsible for overseeing Flatter, Inc.’s portfolio of government programs, projects, and major initiatives. Operating from Corporate Headquarters, this role ensures alignment with corporate strategy, federal customer mission objectives, and contractual requirements by providing enterprise-level governance, standardized program management practices, and hands-on oversight of schedule, cost, quality, and delivery performance. 


Essential Functions:  

Enterprise Program & Project Governance: 

  • Define, implement, and maintain the enterprise program and project management strategy aligned with corporate objectives and federal mission goals. 
  • Establish, govern, and continuously improve standardized program and project management frameworks, methodologies, tools, templates, and reporting across the company. 
  • Provide oversight of the full enterprise portfolio of programs, projects, and strategic initiatives. 
  • Track, analyze, and report portfolio performance, risks, schedules, costs, quality metrics, and outcomes to executive leadership. 
  • Ensure effective enterprise resource planning, allocation, and utilization across programs and initiatives. 

Program Execution & Delivery Oversight:

  • Provide direct oversight of schedule, cost, quality, and scope performance across all active government contracts. 
  • Review and approve Monthly Status Reports (MSRs), Project Quality Reviews (PQRs), and other execution deliverables prior to customer submission, as required. 
  • Oversee fiscal tracking, including labor burn, cost performance, margin awareness, and alignment with contract budgets. 
  • Identify, assess, and mitigate programmatic and execution risks; drive corrective actions when required. 
  • Ensure on-time delivery and acceptance of all contractual deliverables. 
  • Support contract execution, transitions, recompetes, and major organizational initiatives. 

People Leadership, Advisory, & Cultural Stewardship: 

  • Guide, mentor, and provide functional and supervisory oversight to Program Managers and Project Managers. 
  • Serve as steward of Flatter’s delivery culture, reinforcing accountability, professionalism, collaboration, and customer focus. 
  • Provide coverage as acting Project Manager when PMs are unavailable or when projects are unassigned or in transition. 
  • Serve as a trusted advisor to executive leadership on program health, delivery risk, and execution strategy. 

Cross-Functional Coordination: 

  • Partner with Finance and Accounting on fiscal oversight, forecasting, and execution reporting. 
  • Coordinate with Human Resources on PM staffing, onboarding, and professional development. 
  • Support Business Development and Capture teams by providing execution input for proposals, including schedules, staffing models, and management approaches. 
  • Maintain effective communication with executive leadership regarding portfolio health, risks, and performance trends. 

ISO Quality Management System Ownership: 

  • Own and manage execution-related processes, procedures, and artifacts within Flatter’s ISO 9001:2015 Quality Management System. 
  • Ensure required execution documents (including MSRs, PQRs, schedules, fiscal trackers, risk registers, and deliverable acceptance records) are properly created, maintained, reviewed, and archived. 
  • Operate within and support continuous improvement of ISO 9001:2015 and ISO 27001:2022 management systems. 
  • Support internal and external audits related to program execution and quality compliance. 
  • Perform other related duties as required and assigned in support of Flatter, Inc.’s objectives. 

Supervisory Specific Responsibilities:  

Technical Skills and Compliance:

  • Identifies required technical skills, proficiencies, and certifications for team members.? 
  • Tracks and ensures compliance with required credentials and professional certifications.? 
  • Gathers and utilizes performance metrics (e.g., training completion, system usage scores, resolved help desk tickets) to monitor and improve team effectiveness.? 

Management & Administrative Tasks:

  • Reviews and approves employee timesheets in a timely manner to ensure payroll and compliance deadlines are met.? 
  • Reviews and approves program invoices with accuracy and attention to contractual requirements.? 
  • Conducts Annual Performance Reviews for all employees assigned to the program, ensuring fair and timely evaluation.? 
  • Completes Professional Development Plans with all direct reports; identifies and addresses kills gaps during the review period. 

Communication & Team Engagement:

  • Maintains professional, clear, and consistent communication with stakeholders, peers, and company leadership.? 
  • Communicates regularly and professionally with Government clients, ensuring expectations are managed and met.? 
  • Fosters team engagement and promotes a collaborative team environment.? 

Execution & Professionalism:

  • Demonstrates strategic thinking and consistently meets deadlines by prioritizing, organizing, and following through on tasks and meeting action items.? 
  • Responds to phone calls and emails within a 24-hour period and remains accessible during business hours.? 
  • Effectively utilizes available tools and resources, such as Flatter’s SharePoint site and Microsoft Office Suite.? 
  • Upholds professionalism and integrity in alignment with Flatter’s Code of Business Ethics & Conduct.? 
  • Identifies issues and implements efficient, effective solutions.? 
  • Builds and maintains strong, positive relationships with coworkers, supervisors, and clients.?

Supervisory Responsibility:  

Provides functional and operational oversight of Program Managers and Project Managers and may include direct supervisory responsibility.? 

Requirements

Required Education and Experience:  

  • Bachelor’s degree in Business Administration, Public Administration, Project Management, Engineering, Management, or a related field required. 
  • Minimum of 10 years of progressive experience in program and project management within government, defense, or regulated contract environments. 
  • Minimum of 5 years of experience providing leadership, oversight, or functional management of multiple concurrent projects or programs. 
  • Demonstrated experience managing enterprise-level delivery portfolios, including schedule, cost, quality, risk, and performance reporting. 
  • Proven experience establishing, governing, and enforcing standardized project management frameworks, templates, and reporting. 
  • Hands-on experience serving as a Project Manager, including direct customer engagement and ownership of Monthly Status Reports (MSR), schedules, budgets, and deliverables. 
  • Demonstrated experience supporting government contract execution, including transitions, recompetes, and audit-ready documentation. 
  • Strong working knowledge of PMBOK-aligned practices and enterprise project governance. 


Preferred Education and Certifications: 

  • Project Management Professional (PMP) certification required or ability to obtain within a defined period. 
  • Program Management Professional (PgMP), PMI-ACP, or equivalent certification preferred.  
  • Experience operating within an ISO 9001:2015 Quality Management System; experience with ISO 27001:2022 strongly preferred.
