Job Description:

OVERVIEW OF ROLE

As a member of the Policy Team, you will provide project leadership and expertise in the planning, development and implementation of policies, programs and evaluation frameworks that meet FSRA strategic objectives. 

Please Note: We are Hiring for 2 Regular Full Time Positions.

The Policy Team includes a number of different sectors including:

  • Auto / Property & Casualty Insurance

  • Life and Health Insurance

  • Mortgage Brokers

  • Financial Planners/Advisors

  • Credit Unions

  • Pensions
     

We are currently hiring 2 Senior Policy Analysts for our Auto/P&C team. One position will support auto insurance rating and underwriting policy work and one position will support property & casualty insurance strategy and reform work.

Additional duties will include:

  • As a subject matter expert, providing technical expertise on auto insurance, property & casualty insurance products, and market trends, including data and analytics, rating and underwriting, to contribute to FSRA’s supervision of the insurance sector and advance the interests of consumers.

  • Leading and/or coordinating projects to conceptualize, plan, develop and recommend policy, programs and evaluation standards.

  • Undertaking/leading all aspects of policy and program planning and development including research and analysis of trends, issues and directions, impact analyses, the development of options and recommendations, and implementation planning.

  • Developing critical stakeholder relationships with the sector and government to consult on proposed policies, gather intelligence and represent FSRA on task forces, forums and working groups.

  • Providing advice on policy issues to senior management and preparing analyses/communications to support issues management. 
     

QUALIFICATIONS

Specialized Knowledge and Experience

  • Proven knowledge of the financial services market including current issues impacting financial services regulation and policy, and trends and directions in the financial sector.

  • Demonstrated knowledge of policy and program development principles and techniques to lead and/or participate in the development of strategies, policies and evaluation standards related to the regulation of financial services.

  • Demonstrated knowledge of program analysis and evaluation techniques to assess the effectiveness of new/changed policies and programs and to provide recommendations on policy and program change. 
     

Skills

  • Proven ability to effectively explain highly technical subject matter in plain language for non-technical audiences including decision makers, government and the public.

  • Proven ability to write compelling narratives, develop recommendations and provide advice based on data and quantitative analysis.

  • Proven oral and written communication skills to draft high quality materials, respond to issues, provide recommendations, prepare reports, option papers, socio-economic analyses and to provide policy advice and explain policy.   

  • Demonstrated research and project management skills to plan/conduct qualitative and quantitative research studies, trends and impact analyses and evaluation of governance, and fiscal best practices, options, costs and impacts.

  • Proven consultation, partnership building and relationship management skills to establish key linkages on policy development projects and to represent FSRA on working groups and committees.
