Job Description

Position Overview

The Quality Manager is a full time, project dedicated leadership role responsible for ensuring all maintenance activities performed under the TDOT Region 4 Performance Based Maintenance Contract consistently meet or exceed Contract requirements, Performance Criteria, and Performance Based Maintenance Inspection (PBMI) standards.

Serving as the central authority for quality assurance and quality control, the Quality Manager oversees inspections, audits, documentation, corrective actions, and continuous improvement efforts across all asset groups. This position works closely with TDOT representatives, project leadership, field supervisors, and subcontractors to proactively identify deficiencies, prevent non performance, and sustain PBMI scores above required thresholds.

Key Responsibilities

Quality Assurance and Compliance

• Implement and manage the project Quality Management Plan in alignment with TDOT PBMC requirements
• Ensure all work complies with Contract Performance Criteria, tolerances, timeliness requirements, and applicable standards
• Verify conformance across all asset groups including pavements, bridges, drainage, roadside, vegetation, traffic control devices, and specialty items
• Serve as the primary point of contact for quality related coordination with TDOT inspectors and engineers

Inspections

• Conduct routine and targeted quality inspections across the corridor
• Identify emerging trends or repeat deficiencies before formal TDOT inspections occur
• Validate that all corrective actions are completed within required timeframes
• Support joint inspections with TDOT and respond promptly to inspection findings

Documentation and Reporting

Ensure all inspections, deficiencies, repairs, and corrective actions are fully documented in the project maintenance management system
• Prepare quality reports, trend analyses, and performance summaries for project leadership and TDOT
• Support monthly reporting and audit readiness

Corrective Action and Continuous Improvement

• Lead root cause analysis for quality deficiencies or non performance
• Analyze performance trends to improve maintenance planning and resource allocation
• Recommend process improvements to enhance efficiency, safety, and long term asset performance

Training and Team Support

Support training efforts to reinforce quality expectations across field teams
• Provide guidance to supervisors and crews on TDOT standards and PBMI scoring criteria
• Promote a culture of accountability, ownership, and pride in workmanship
• Reinforce proactive maintenance practices to prevent repeat deficiencies

Qualifications

Experience in quality management, inspection, or compliance on transportation or infrastructure maintenance projects
• Strong working knowledge of performance based maintenance contracts and inspection programs
• Familiarity with PBMI or similar performance based evaluation frameworks preferred
• Demonstrated ability to interpret contract requirements, standards, and technical specifications
• Experience coordinating with DOT personnel, inspectors, and project leadership
• Proficient in digital inspection, documentation, and maintenance management systems
• Strong analytical, organizational, and communication skills
• Detail oriented with a proactive approach to risk mitigation and continuous improvement
