POSITION SUMMARY
Perform work identifying, eliciting, documenting, and communicating technology requirements based on the strategic plans and project arrays for County departments. This position, under direct supervision, is responsible for mapping technology processes to meet business needs, evaluating and refining that process; and being knowledgeable of both the business and department needs as well as related information technologies that assist in addressing those needs. This position is the first level of the IT Business Systems Analyst series.  The assigned projects will center on technology related to our Health and Human Services Departments and Public Safety Departments.  

ESSENTIAL FUNCTIONS
•Manage and facilitate requirement gathering for medium-size and moderately complex technology projects which have characteristics such as being department-wide in scope, utilizing a new technology platform, requiring in-depth understanding of both the current and future state design, and having the potential or likelihood of improving productivity and efficiency
•Responsible for following level 1 and 2 incidents and directing them to the correct support department within organization as well as inventory management of departmental assets
•Provide action plans to improve IT support and provides regular reporting with the management
•Participate in and support the System Development Life Cycle (SDLC) model in use by Mecklenburg County IT Services
•Develop solution requirements (functional and non-functional)
•Assist in the development of business design documentation
•Assist in conduct fit gap analyses
•Provide input regarding program development of the Strategy and Planning Team (evaluate portfolio software, standard operating procedures, continuous performance improvement, etc.)
•Partner with departmental subject matter experts and associated staff to document technology requirements (hardware, software, etc.)
•Write system specifications, build process maps, and capture requirements for architects and developers to use
•Participate in Business Systems Analysis community of practice
•Participate in scrum events including daily stand-ups, release planning sessions, sprint planning sessions, sprint reviews and retrospectives.
•Create training materials and conduct train the trainer sessions.
•Collaborate with the QA partners to clarify requirements, review test strategy, and assist in defect research and resolution.

MINIMUM QUALIFICATIONS
Experience:  Minimum of two years of information technology experience; at least one year directly applicable to the position's essential functions
Education:
  Bachelor's degree in Information Technology, Business Administration, Finance or related field
Combination of relevant education and relevant experience accepted:  Yes

PREFERRED QUALIFICATIONS
•Experience with health and human services and/or criminal justice business processes.  Successful candidate will be familiar with case management systems, electronic health records, and data warehousing.
•Working in the government or non-profit sectors
•Operating in the agile software development life cycle
•Experience as an active member of a scrum team or leading scrum teams
•Documenting business requirements including illustrating current and future state
•Developing requirements for RFIs and RFPs
•Conducting gap analysis and process mapping
•Maintaining backlogs using tools such as Jira, TFS, Azure Dev Ops
•Knowledge of MS Dynamics CRM

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of

•System Development Life Cycle (SDLC) models
•Modeling language for documenting requirements
•Current software development technologies, trends, and methodologies
•Strong knowledge in frameworks and methodologies (Agile, Waterfall, IIBA)

Skills
•Leading small teams, organizing parallel efforts, setting goals, tracking progress
•Group and 1:1 interviewing to elicit requirements as well as creative thinking
•Working with system architects, developers, Quality Assurance, and vendor personnel in requirements gathering process
•Research, evaluate and recommend technological solutions
•Project management experience particularly with gathering sprint requirements
•SLDC experience with ability to manage multiple tasks, meeting & project deadlines

COMPUTER SKILLS
A high level of computer literacy is necessary for this position, including the ability to utilize complex requirements gathering tools and portfolio management systems
