The Senior Tendering Manager, Government Affairs will report to the Head of Government Affairs, lead the tendering team, and be responsible for supporting tendering, pricing, and medical insurance reimbursement activities in China.招投标(高级)经理将向政府事务负责人汇报工作,管理招投标团队,负责支持中国的投标、定价和医保报销活动。
Essential Functions and Responsibilities: 职责描述
- Minimum 5 years of experience in medical consumables tendering, with proven team management experience.
- 从事耗材招投标工作经验5年以上,并有带人管理经验;
- Strong understanding of national reimbursement code establishment and updates for new products, including appeals, classification, and impact analysis. Familiar with provincial listing and market access policies, with extensive experience in new product listing and access. Able to develop clear and efficient access strategies and provide accurate forecasting in response to evolving provincial policies.
- 对新产品国家医保编码的建立更新,申投诉,分类及利弊有清晰的判断和认识,熟悉国内各省挂网及准入政策,新产品挂网准入经验丰富,随着各省挂网政策的更新,有清晰高效的准入策略和精准预估;
- In-depth knowledge of national and alliance volume-based procurement (VBP) processes, especially in data entry, policy interpretation, historical volume analysis, demand reporting, contract signing, and continuation management.熟悉国家及联盟带量采购的流程管理,尤其针对数据录入,政策解读,历史量,需求量上报,签约,接续有丰富的经验和清晰的判断;
- Build and maintain organization relationships with tendering, health policy, pricing and reimbursement departments at the local government level. Act as a representative of Cordis to set up and maintain the communication with tendering, health policy, pricing and reimbursement authorities and agencies at the local government level.建立并维护与地方政府招投标、卫生政策、定价和医保报销部门的组织关系。作为Cordis的代表,在地方政府层面上,建立并保持与招投标、卫生政策、定价和医保报销主管部门和机构的沟通。
- Establish academic relationships with NGOs and the industry at the local level, collect and seek consultation from them on advice and information.与地方非政府组织(NGO)和行业建立学术关系,收集并征求他们的建议和信息。
- Collect and analyze short and long term strategic direction of policies and how they will affect tendering, pricing and reimbursement policy and practices for the medical device industry.收集和分析短期和长期的政策战略方向,以及它们将如何影响医疗器械行业的招投标、定价和医保报销政策和做法。

- Act as the liaison with government and other relevant bodies at the local level, represents the industry’s overall business interests as a lobbyist. - Keep abreast of and disseminate to the Business Units (BUs), management and within the supporting function, the relevant policies, information regarding tendering, pricing and reimbursements from government, NGOs, market and hospitals.及时了解并向业务部门(BU)、管理层和支持职能部门传达政府、非政府组织、市场和医院的招投标、定价和医保报销相关政策、信息。
- Well understand and analyze BU’s expectations and needs in tendering, pricing and reimbursement; establish close working relationships with the BU partners; closely study the product phase-in-phase-out plan. Work with the BUs to develop and define pricing and reimbursement priorities, drive strategies and recommendations for tendering, pricing and reimbursement activities.深入理解和分析BU在招投标、定价和医保报销方面的期望和需求;与BU合作伙伴建立密切的工作关系;深入研究产品的逐步引入和逐步淘汰计划。与BU合作,制定和确定定价和医保报销优先事项,推进招投标、定价和医保报销活动的战略和建议。
- To be an expert in tendering, pricing and reimbursement policy / practices, and provide professional consulting to BU.成为招投标、定价和医保报销政策/实践方面的专家,并为BU提供专业咨询。
- Assess the efficiency and effectiveness of the overall tendering activities. Develop and maintain the overall database for tender activities, pricing trends and tendering calendar, and their related reporting and communication.评估整个投标活动的效率和有效性。开发并维护招投标活动、定价趋势和招投标日历的整体数据库,以及相关的报告和通信。
- Develop, maintain and continuously improve the necessary Tendering Standard Operation Practice documentation for various levels of tendering activities.为各级招投标活动制定、维护并不断改进必要的招投标标准操作流程文档。
资质
Qualifications 任职资格
- Minimum of 3 years’ work experience in tender operations within the Medical Device industry.至少拥有3年招投标业务和医疗器械行业的工作经验。
- Bachelor Degree required. MBA or advanced degree preferred.拥有学士学位。MBA或高级学位者优先。
- Ability to analyze both quantitative data and qualitative information.能够分析定量数据和定性信息。
- Ability to effectively communicate with internal and external stakeholders.能够与内部和外部利益相关者进行有效沟通。
- Good English language skills (written, reading and oral)具备良好的英语语言技能(写作、阅读和口语)。
- Good computer skills in normal software such as Word, Excel, PPT.能够熟练使用Word、Excel、PPT等常用软件。
- Flexibility to travel occasionally (estimated to be around 15%)能够接受少量出差(预计不超过15%)。
