Senior Manager, Monitoring Surveillance Investigation

Institutional Banking and Markets (IB&M) is responsible for managing the Group's relationships with major corporate and government clients and institutional investors and provides a full range of capital raising and risk management products and services. The division also performs an important internal role for the Group by providing FICC market, equity derivatives, lending and capital markets execution capabilities to other CBA business units that allows them to capture opportunities with their customers.
Team:
The Monitoring and Surveillance Team (the Team) is responsible for providing high quality, effective and efficient monitoring and surveillance services, globally, to ensure that IB&M and Group Treasury meets regulatory obligations and expectations for the identification of potential and attempted market abuse and other market misconduct.
Impact and Role Contribution:
As a member of the Monitoring and surveillance team you will help to investigate and oversee trading and communication triggers to help identify and manage:
Potential and attempted market misconduct under regulatory requirements set out in several Australian and foreign (UK, US, HK, NZ, EU, Singapore, China and Japan) laws and regulations
Requirements to manage conflicts of interest between Public and Private side employees in all countries that IB&M operates
Actual or suspected leaks of confidential or material non-public information or other instances of inappropriate management of conflicts of interest
Instances of poor conduct or lack of integrity as it relates to trading and communications
Ensure appropriate controls and communications around market sensitive and materially large transactions, including bond issuances
Completion of Thematic and Ad-Hoc Reviews upon request.
Your Responsibilities:
Assisting with the review and investigation of potential Market Abuse, Market Misconduct scenarios and alerts from a variety of global regulatory obligations
Distilling and presenting evidence to support the identification of potential market abuse and poor customer outcomes to internal stakeholders, senior executives and external stakeholders such as Regulators or ASIC appointed Independent Experts
Provide subject matter expertise and detailed understanding of approaches, risks and issues associated with the MSI process and the importance of not relying solely on automatically generated alerts to guarantee appropriate levels of coverage and confidence within MSI’s Regulatory driven remit
Provide subject matter expertise on the regulatory and conduct risk associated with the generation of ‘false negatives’ within systems
Utilising your knowledge, experience and understanding of financial markets for ongoing refinement of both the alert structure and data
Provision of industry and organisational expertise, and discretion regarding ad-hoc investigation requests to assist with decision making in ‘one off’ situations
Use of the continuous ‘Challenge’ function in respect to alerts being escalated to MD NFR&C to ensure that only those alerts that genuinely warrant additional investigation are escalated
Support further enhancements and alert development to assist with changes in regulatory requirements relevant to IB&M or Group Treasury to deliver continuous improvement of alert parameters
Support ongoing refinement/calibration of the alert structure in FD ATS for either Transactional or Unstructured Text surveillance to increase the efficiency of the MSI process
Skills and experience:
Detailed knowledge of Global Markets and Group Treasury products developed through significant experience/exposure to activities of Global Markets and Group Treasuries (minimum 10 years of relevant experience/exposure in one or more of the following: Foreign Exchange, Fixed Income, Interest Rate Derivatives, Credit Derivatives, Debt Capital Markets and Syndications or Commodities
Understanding of aberrant behaviour in the most complex financial products, including nuanced differences in fair price calculations to highlight potential poor customer outcomes
Significant and relevant experience in conducting investigations arising from the reviewing of unstructured text communications
