What you will do:
We are looking for a CHIEF LEGAL OFFICER who can help shape our vision and support our mission. Here is what the position will look like.
Executive Responsibilities:
- In partnership with the CEO and peers, creates, modifies, and implements organization’s vision, mission and strategy. Leads company’s short-term and long-term strategy for financial stability, operational excellence, health transformation and company culture. Communicates, on behalf of the company, with stakeholders, government entities, the public, and employees.
- Contributes the legal and compliance components to business plans and manages resources in alignment with CEO, Board of Directors, and peers to ensure the company reaches its targets and operates efficiently and effectively.
- Builds high performing teams with vision, leadership, goals and metrics. Serves as a role model for team members; acts and inspires team members to embrace and implement culture initiatives. Demonstrates a strong work ethic in action and words. Provides awareness to Directors, department leaders and staff how their work impacts other departments, programs and the enterprise. Leads with integrity and ethics and holds self and team members accountable for achieving outstanding results and demonstrating core values.
- Responsible for all management functions including hiring, training, planning and directing work, coaching and staff development, managing and evaluating performance, recognizing and rewarding employees, corrective action procedures and practices, addressing complaints and resolving problems, directly or through the supervision of others. Responsible for approval and management of department budgets and participates in the development of overall company-wide budget.
- Works closely with Executives and Directors across the organization to make strategic and operational decisions that advance company strategies and goals and collaborates to deliver on company-wide deliverables/requirements.
- Oversees/leads corporate level projects and continuous improvement initiatives across multiple areas in the organization and/or cross-functional teams.
- Represents organizational strategy in public forums and with key stakeholders to strengthen and build relationships. Consistent with organizational direction, works to shape policy and potential partnerships to advance strategic priorities.
- Oversees the development and implementation of multiple department policies and procedures to ensure compliance with federal, state, local and company policies, rules and regulations, and best business practices.
Job Specific Responsibilities:
- Develops and maintains the legal infrastructure required of both nonprofit and commercial healthcare corporations in connection with Colorado Access’ lines of business and operations. Oversees document retention and maintenance, corporate insurance, and risk management.
- Provides legal advice and education to senior management on issues relating to the implementation of Colorado Access’ strategic plan. This work primarily concerns the company’s expansion plans and goals, ensuring appropriate corporate structuring models and protecting projects and staff against unacceptable risk.
- Works collaboratively with the CEO and peers to triage incoming legal threats and provides legal defense and strategy for all corporate lines of business, often with the support of external counsel.
- Provides legal advice, and services to the Boards of Directors and Board Committees, oversees the Organizations’ Corporate Books and governance documents, and provides training on legal compliance matters to the Boards of Directors and Executive leadership of the organization, either directly or with external legal counsel.
- Manages, develops and supervises, directly or through the supervision of management level personnel, employed lawyers, legal department administrative personnel, compliance personnel, procurement staff, external counsel, external consultants, and department budgets
- Oversees and manages the performance of the Corporate Compliance Program and ensures the resolution of compliance issues and the provision of general guidance to the Company on Compliance issues.
- Serves as, or delegates and oversees, the performance of, the roles of Chair of the Compliance Committee and Privacy Officer.
- Direct and manages regulatory affairs across state and federal agencies, including ownership of regulatory exams, market conduct reviews, corrective action plans and strategic regulatory change management. This includes cultivating strong working relationships with key regulators and policy leader and aligning responsibilities with Government Relations and Policy Advocacy functions.
- Provide strategic legal and regulatory guidance and support for organizational growth, future lines of business, and material product or service changes, including the potential addition of commercial products like Individual and Family Plans (IFP).
- Ensures that the Company have appropriate and updated corporate policies and effective compliance training programs for members of the workforce and the Board of Directors.
- Periodically reviews, with the assistance of qualified independent consultants, the effectiveness of the Corporate Compliance Program.
- Performs other duties as assigned by the President/CEO and/or the Board of Directors.
What you will bring:
Education: Juris Doctorate required.
Experience: Minimum of ten to fifteen years relevant legal experience advising healthcare entities. Must have experience supervising the legal work of others and managing results. Experience representing a corporation preferred.
Knowledge, Skills, and Abilities: Must have extensive experience with some or all of the following areas of law: Colorado nonprofit and commercial corporation law, US and Colorado healthcare laws and regulations (specifically including the ACA, Medicaid, and the Colorado Medical Practice Act and related laws and regulations), Colorado insurance law and regulations, contract law, employment law, HIPAA and privacy and security laws, administrative law, litigation. Strategic business planning, change management, people management and project management skills required. Demonstrates support for the company’s mission, vision and values. Position requires excellent written and verbal communication skills. Excellent interpersonal and relationship building skills required with ability to develop strategic partnerships both internally and externally. Strong leadership skills required including team development, mentoring and coaching, and personnel management. Proficient in Windows and Microsoft Office (Word, Excel). May be required to manage multiple priorities and projects with tight deadlines.
Licenses/Certifications: Active Colorado license to practice law required. A valid driver's license and proof of current auto insurance will be required for any position requiring driving.

Pay, Perks and Benefits at Colorado Access:
The compensation for this position is $370,000.00 - $450,000.00 annually. Colorado Access has provided a compensation range that represents its good faith estimate of what Colorado Access may pay for the position at the time of posting. Colorado Access may ultimately pay more or less than the posted compensation range. The salary offered to the selected candidate will be determined based on factors such as the qualifications of the selected candidate, departmental budget availability, internal salary equity considerations, and available market information, but not based on a candidate’s sex or any other protected status.

This position will be a hybrid model work environment, a blend of ‘In-Office’ and ‘Remote.’
