JOB SUMMARY


The Water Distribution Branch manages the operation and maintenance of City of Ottawa’s water distribution system to ensure the continuous and adequate supply of high quality potable water to customers at the lowest cost, including condition assessment, leak detection, operation, repair and maintenance of all mains, valves, and services within the distribution system; inspection, maintenance and repair of fire hydrants; and support to City capital and private development works related to water distribution buried infrastructure.

As a Water Distribution Operator, you are responsible for performing and assisting with a variety of tasks related to the water distribution system using specialized tools and equipment; maintenance, inspection, water quality testing, component installation replacement or repair, manual labour and other related duties and tasks associated with the operation and maintenance of the City’s water distribution system, either alone or under the guidance of an Operator in Charge or crew leader.

As a Water Distribution Operator in Training, you are responsible for performing some or all of the duties of the Water Distribution Operator, under the direction of the supervisor.

EDUCATION AND EXPERIENCE


Completion of Grade 12

Minimum of 13 months of experience in a construction or utility operations and maintenance environment

CERTIFICATIONS AND LICENCES

Must obtain and maintain Ontario MOE Operator-in-Training Drinking Water Distribution Operator Certificate within the timeframe determined by the employer
Must obtain and maintain Ontario MOE Class 1 Drinking Water Distribution Operator Certificate within the timeframe determined by the employer
Must obtain Ontario unrestricted AZ or DZ class driver’s licence (or provincial equivalent) within the timeframe determined by the employer
Must complete all required on-the-job training/certifications (e.g. WHMIS, fall arrest, confined space entry, etc.) within the timeframe determined by the employer. 

KNOWLEDGE

  • Advanced knowledge of water main and appurtenance materials, installation standards and specifications, repair, maintenance and operation principles
  • Intermediate knowledge of mathematics, chemistry, water system hydraulics and conveyance principles
  • Intermediate knowledge of public health principles and water quality control, assurance and disinfection procedures used within a water distribution systems
  • Intermediate knowledge of current provincial legislation pertaining to drinking water systems
  • Advanced knowledge of health and safety procedures, equipment and legislation
  • Detailed knowledge of the of corporate/departmental by-laws, policies, procedures, and the City’s standards and specifications in relation to the installation, maintenance and repairs of the water distribution system
  • Detailed knowledge of techniques and equipment used to safely excavate around, under, or in close proximity to other utility structures, i.e. gas, hydro and Bell
  • Detailed knowledge of roadway work operations and traffic control regulations
  • Detailed knowledge in the use and safe operation of tools such as drills boring machines, valve turning machines, grinders, torque wrenches, impact hammers, pipe saws, chainsaws, etc.
  • Knowledge of handheld water quality testing equipment
  • Knowledge of safe work practices in hazardous environments including traffic, confined space, trenches, adverse weather conditions and in proximity to heavy construction equipment
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

WHAT YOU NEED TO KNOW

  • Language Requirement: English oral, reading, writing      
  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check (Level 2) with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.; Police record checks completed by a third-party company will not be accepted.  
  • Driver’s License Requirement: A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated  
  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
