JOB SUMMARY

Transit Service Planning is responsible for service and operations planning for bus, rail and Para Transpo services (including route planning, bus stop planning, service frequency, scheduling, and bus type assignment), capital and operating budgeting for the department, transit fare policy, performance reporting, development of policies and long-range plans, establishment of service standards and design standards, delivery of the City’s transit priority program, and continuous improvement for departmental operations.

You are responsible for the scheduling of transit service and the development of operator work shifts for regular weekend and special service, along with regular weekday and holiday service as required. You also: conduct statistical analysis of historic operating data to improve efficiency and reliability of scheduled service; participate in the determination of revenue running times for all routes; schedule various service scenarios/proposals to determine cost in hours and vehicles; prepare operational recommendations/reports to support on-street service; liaise with other Transit Services branches and transit union executive/members, and participate in handling requests, complaints and inquiries; identify and recommend potential process or software changes to improve operational efficiencies; attend various meetings and perform other related duties as required.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Logistics, Mathematics, Statistics or related field.

Minimum of 3 years of experience in a transit scheduling or transportation operations environment.

CERTIFICATIONS AND LICENCES

Completion of Canadian Urban Transit Association (CUTA) Transit Planning and/or Scheduling or equivalent course is an asset

KNOWLEDGE

  • Understanding of branch/department mandate, programs, policies, objectives, booking procedures and rules
  • Knowledge of specialized computerized scheduling and runcutting systems 
  • Comprehensive knowledge of city street network
  • Possess an understanding of the principles of scheduling a transit service
  • Thorough understanding of mobile transit service and transit maintenance operations
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

  • Possess skills and the ability to interpret/analyze/evaluate data and to make decisions and formulate recommendations
  • Possess computer literacy in MS Office Suite in a Windows environment, including use of Intra/Internet
  • Demonstrated skills and ability in working with complex computer programs, spreadsheet analysis and a large volume of data
  • Skilled at working with/solving highly detailed numerical problems
  • Possess excellent interpersonal and oral/written communication skills 
  • Possess good presentation abilities to explain transit scheduling 
  • Possess sound judgment when dealing with union representatives and the general public
  • Self motivated
  • Able to think analytically and concentrate/focus on accuracy and detail
