JOB SUMMARY


Transportation Planning is responsible for planning and developing Ottawa’s transportation network to serve the needs of residents and support the city’s growth in an affordable and sustainable manner. 

Within Transportation Planning, the Transportation Environmental Assessment Branch undertakes transportation studies to support the implementation of major road, transit, and active transportation infrastructure. Such studies may include environmental assessments, conceptual/functional designs, feasibility assessments, network reviews, and development of business cases. Projects include a multimodal focus in accordance with the City’s complete streets policy; are designed to respect and enhance the corridor context through integration with adjacent land use; and incorporate input from the community while balancing various objectives related to mobility, environmental impacts, constructability, and cost. 

As Program Manager, you plan and manage the day-to-day operations of the branch, leading a team of professional and technical support staff. You are responsible for overseeing all activities within the branch, including procuring and managing consultant assignments; developing study recommendations in accordance with Official Plan and Transportation Master Plan policies; designing effective engagement strategies; and coordinating with City departments, federal/provincial agencies, and other authorities. 

You also provide input to and ensure compliance with evolving EA legislation; contribute to interdepartmental and external projects; participate in the development of the City’s Transportation Master Plan; recommend priorities for infrastructure funding in the City’s capital budget; and provide oversight and direction as projects are advanced to design and construction. 

Additionally, you participate on the Service Area’s leadership team, manage the financial and human resources of the branch, and contribute to the formulation and development of departmental objectives and priorities.

EDUCATION AND EXPERIENCE


Completion of Master’s degree in Civil Engineering 

Minimum of 5-8 years of relevant experience in transportation, preferably in the areas of environmental assessments, functional design, transit planning, or system/network planning, including progressively responsible supervisory and/or project management experience.

Experience in detailed design and construction is desirable.

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)

  •  WBS as a planning tool;
  •  Performance reviews and assessments.
  •  Must possess the training, experience and knowledge to organize the work and its performance. 
  •  Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
