Salary Range: $72,907.90 - $107,539.12
Works under the general direction of the Director of the Division of Housing and Community Development. Develops and implements community development revitalization programs to support neighborhoods. Provides strategic research and analytics for all HCD Departments. Provides insights and recommendations based on qualitative and quantitative research and analysis. Assists the Director of HCD in development, execution and communication of the strategic plan. Drafts, edits, and maintains the strategic plan and executes the Strategic Planning Process. Participates in regional planning efforts. Prepares bond documents, including participation in presentations to bond rating agencies. Negotiates and drafts complex development agreements. Prepares advanced financial materials, forecasts, monitors, and reports expenditures and operational budget needs. Manages the planning and administration of programs and projects to ensure timely implementation, compliance, budgeting/accounting, and reporting to align with organizational goals. Participates and provides input into project budget planning and development. Estimates specific resources and personnel needs to complete projects. Conducts project analysis and proposes recommendations for improvement. Establishes project work plan and calendar. Schedules and monitors, evaluates, and documents progress. Verifies and analyzes the accuracy of data and information for the project and resolves any discrepancies. Identifies strategic opportunities for projects. Coordinates with other City departments and external stakeholders to implement community development projects.
Arranges projects that require multiple funding sources, including federal, state, local, and private funds. Monitors the development of program plans to ensure the funds are used in pursuant to requirements. Manages project activities including scope of project, work plan, scheduling, deadlines, consultants, grants, and budgets. Makes presentations, conducts public meetings and builds community consensus. Plans and organizes project events. Prepares and submits reports. Coordinates and attends meetings by driving throughout the City.
