Works under the general supervision of the HR Operations Manager in performing financial forecasting, reporting, and operational metrics tracking for accounts payable, budgeting, procurement, etc. Analyzes financial data and create financial models for management decision support. Reports on financial performance and prepare for regular leadership reviews. Analyzes past results, perform variance analysis, identify trends, and make recommendations for improvements. Works closely with the HR Finance Coordinators to ensure accurate financial reporting. Evaluates financial performance of various finance activities by comparing and analyzing actual results with plans and forecasts. Guides various finance analysis process by establishing and enforcing policies and procedures. Provides analysis of trends and forecasts and recommend actions for optimization. Identifies and drive process improvements, including the creation of standard and ad-hoc reports, training materials, tools, and Excel dashboards. Increases productivity by developing automated solutions, process documentation and training materials. Performs data mining, business intelligence and valuation comps against other city divisions. Maintains strong financial analysis foundation models. Supervises the accounts payable function, reconciliation, preparation/distribution of invoices, stop payments, check request completion and vendor maintenance for the Division. Initiates contact with vendors and internal agencies regarding payments and develops solutions for accounts payable discrepancies. Ensures available funding in financial system: encumbrance/contract balance and/or service center line item and category budget. Serves as the finance liaison in responding to AP inquiries. Trains division liaisons on Accounts Payable function. Assists with HR Finance projects as needed.
