The City of Edmonton is seeking a strategic and highly adaptable Emergency Management Coordinator to join the Office of Emergency Management. This critical role operates across the entire emergency management cycle—prevention, preparedness, response, and recovery—ensuring our community is ready for any challenge. As a strategic generalist, you will pivot between diverse portfolios, from business continuity planning to high-stakes frontline emergency social services. You will be instrumental in designing training, leading complex exercises, and serving as a key member during Emergency Coordination Centre activations. Reporting to an Emergency Management Officer, you will proactively manage systems, facilities, and augmented resourcing to ensure the Municipal Emergency Plan is ready for activation. Your work is dynamic, adjusting to hazard seasons, socio-political shifts, and major community events. You will lead the design and delivery of Incident Command System (ICS) training and annual exercises that increase the community’s resilience. During emergencies, you will transition into operational leadership roles within the ICS such as Section Chief or Liaison Officer, directing tactical operations. This position also serves as a successor to and back-fill for higher-level Emergency Management Officers, who hold shared accountability for the Office's entire service offering.
What will you do?
- Serve as an Operations Section Chief, Planning Section Chief, or Liaison Officer during Emergency Coordination Centre (ECC) activations
- Design and deliver Incident Command System training (100–400, position specific and Section Chief) tailored to the municipal context
- Lead a robust annual exercise program to test municipal and partner agency response plans
- Direct the Emergency Social Services program, performing needs assessments and managing multi-million dollar aid agreements with partners like the Canadian Red Cross
- Develop and maintain on-call rotations, duty schedules, and financial forecasts for all on-call positions.
- Lead post-activation and post-exercise "lessons learned" processes to develop recommendations that improve future city response efficiency
- Manage the recruitment, training, and operationalization of nearly 1,000 Emergency Support Response Team members
- Perform other duties as assigned
- University Degree in Disaster and Emergency Management, Public Administration, Social Work, Environmental Science, or a related field
- Minimum of 5 years working in a public safety-related field (e.g., first responder, utility provider, or government emergency management organization)
- Minimum of 20 incidents experienced in an activated Emergency Coordination Centre or an equivalent command environment (e.g., Canadian Armed Forces)
- Minimum of Incident Command System (ICS) 200 certification with sufficient operational experience to become an ICS trainer
Assets:
- Certification in adult education, business continuity planning, or exercise design
- Advanced Incident Command System (ICS 300) and position-specific "Chief of" training
- Experience working with or alongside organizations (e.g. non-governmental organizations) that serve and partner with populations who experience enhanced vulnerability to disasters and emergencies

- Experience using the Google Workspace environment with the capability to quickly learn and adapt to new or evolving technical programs and systems

- Hire is dependent on Police Information Check with Vulnerable Sector Check satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
- Valid Alberta Class 5 driver's license (or provincial equivalent)
- Obtaining and maintaining a City Driver's permit is a requirement of this position. Must obtain business auto insurance for personal vehicle use on City business
- Applicants will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the applicant to obtain business use auto insurance
Work Environment:
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
- This position is eligible for the EDO program (Earned Day Off)
- Physical Requirements:
- Availability to attend events during the evenings and weekends may be required from time to time.
- This role works in both indoor and outdoor settings
- Exposure to environmental conditions, including extreme temperatures, inclement weather, dust, noise, light variation, vibrations, chemicals, and exposure to mechanical and electrical hazards may occur
